I.Call to Order. - Chairman

Discussion- The meeting was called to order at 6:03 pm

Plan of Action- Meeting begins at 6:03 pm

2.Audience Requests

Discussion- None

3.Approve Minutes: Ordinance/ License/ Personnel/ Safety Meeting February 1st, 2017

Discussion- The minutes were reviewed by the Committee

Plan of Action- Minute approved

4.Old Business: a.Burning ban I recreational fires

Discussion- The Committee reviewed the draft ordinance for open burning. Alderman Snow stated that burning is a health issue, and a quality of life issue. With the City soon having events on the riverfront, the City should change rules for yard waste removal to no longer allow open burning of them. Sterling has done away with it, and Sterling has yard waste picked up by marking an 'X" on a trash bin. The City should mirror Sterling's ordinances to keep it simple. Alderman Kleckler asked about the "landscape waste" at the beginning of the ordinance. The committee feels that should be omitted, and the ordinance begin at letter "b". Item #7 should be changed from open burning to recreational fire,

Plan of Action- The committee recommends that the draft and committee suggestions be sent to the City Attorney to draft the ordinance.

b.Food Truck License discussion

Discussion- The Committee discussed forming a new ordinance to regulate food trucks in the City.

Alderman Kleckler would like to see food trucks limited to certain parking lots.

The trucks would need to be registered with the state.

A registration fee of $350 per year would be required.

A temporary license for events would be made available for $150.00.

There was much discussion about the definition of a food truck, and how people with walking stands come in from out of town for some events. Ice Cream trucks are not currently permitted.

Permits will be required on private or public property.

Parking lots and approved areas will not be allowed sales by one food truck more than 8 hours or 8 days a month.

Food tents will not be permitted if set up for a non-profit organization Tables are not required

Trucks will be required to furnish trash cans, and remove any rubbish.

The City will map off areas of City property to be allowed for vendors.

5.New Business: a.City Clerk Job Description

Discussion- Administrator Blackert reviewed the City Collector job description, and found areas of overlap with the City Administrator and Clerk duties. Adm. Blackert would also like to know where in the government structure the Collector position will be placed.

6.Workers Compensation/ Liability Reports

Discussion- The Committee reviewed the report from the City Clerk along with reports from PMA concerning work comp losses.

Plan of Action- Reports approved

7.Department Safety Meeting Review

Discussion- The Committee reviewed the safety meeting minutes of the departments. Minutes

Plan of Action- Minutes approved

8. Adjournment

Discussion- With nothing else for the good of the committee, the meeting was adjourned at 7:14 pm
