City of Oregon City Council met Nov. 12.

Commissioner Kurt Wilson started the pledge of allegiance.

Public Comment

Penny Miller, of USDA Rural Development, informed the Council of a loan repair program like a home improvement loan. Applicants must reside in eligible rural areas and have a very low income. Repairs eligible are new roof, new siding, new windows, foundation repairs, septic repairs, furnace, and new kitchen cabinets. The maximum loan amount is $40,000.00 at one percent for a term of twenty years.

Steve Moring, of Moring Disposal, recycling cost have tripled for their company to dispose of. They would like to increase the price each month per home by fifty cents. City of Polo said no will need to wait until contract expires. They will be meeting with the other communities that have a contact to let them know of the increase in cost. Mayor Williams asked Commissioner Wilson if he could set up a meeting with Mr. Moring to discuss in more detail.

Commissioner Terry Schuster moved to approve the October 22, 2019 minutes, Seconded by Commissioner Melanie Cozzi.

Commissioner Terry Schuster moved to authorize the Mayor to Sign Loan Application documents, Seconded by Commissioner Kurt Wilson.

Discussion: This needs to be done yearly.

Commissioner Melanie Cozzi moved to approve Ordinance No. 2019-114 Phase 2 Watermain Replacement to Borrow Funds, Seconded by Commissioner Tim Krug.

Discussion: This Ordinance was passed already however didn’t meet the publican notice time period in newspaper of record.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve Ordinance No. 2019-115 Adopting and Enacting a New Code, Seconded by Commissioner Kurt Wilson.

Discussion: Mayor Williams thanked the Council for working on this project it took about four years to complete going chapter by chapter to approve.

Commissioner Terry Schuster moved to approve Ordinance No. 2019-116 Authorizing and approving Execution of a TIF Redevelopment agreement, Seconded by Commissioner Melanie Cozzi.

Discussion: The building is owned by Mark Gale and Kevin Wiegmann, they are going to be having a Fitness Business on the Street Level and Apartments in the second story. Total project estimated at $224,000.00, a five-year loan with twenty percent forgiveness. Money will be repaid with property tax increase since they will be adding value to the property.

Commissioner Terry Schuster moved to set a public hearing for Tax Levy Ordinance No. 2019-117 December 17th at 5:30 pm, Seconded by Commissioner Tim Krug.

Discussion: Since the taxpayers approved the referendum for the School Resource Officer, this will put the levy amounts over a five percent increase. So, the City is required to hold a public hearing and give notice in the local newspaper.

Commissioner Melanie Cozzi moved to approve Engineering Agreement for the Water Main Extension-City Parking Lot East of 5th Street Project, Seconded by Commissioner Kurt Wilson.

Discussion: Mayor Williams said hope to start project in Spring of 2020.

Commissioner Tim Krug moved to approve Resolution No, 2019-6 Candlelight Walk, Seconded by Commissioner Melanie Cozzi.

Commissioner Kurt Wilson moved to approve the Plan Commission recommendation for Ordinance No. 2019-112 Removal of Snow/Ice from Sidewalk in Commercial District and at Businesses throughout the City Limits, Seconded by Commissioner Terry Schuster.

Discussion: Letters will be sent to the property owners and businesses informing them of the changes. Since it to late in the year would like to investigate for next winter season contracting someone to do the sidewalks downtown and then charge the businesses a fee per month that would be included on their water/sewer bill.

Commissioner Kurt Wilson moved to approve the Plan Commission recommendation for Ordinance No. 2019-113 Amend Permanent Structures and Uses, Seconded by Commissioner. Melanie Cozzi

Mayor Ken Williams moved to approve the Intergovernmental Agreement with the Ogle County Sheriff for the new CAD System for the Police Department, Seconded by Commissioner Tim Krug.

Paul Shaffner House ,601 S 2nd Street, was discussed. A bid opening to demo the house was earlier today we received two bids one from R.E. Wolber & Sons Excavating in the amount of $25,600.00 and Steve Benesh & Sons for $17,295.00. At this time no motion will be made to proceed with demolition. Paul Shaffner was required by Court Order to be out today by 5:00 pm. Condemn signs, boarding up the house, and a fence around the property will be put up this week. Commissioner Krug handed out an estimate of the cost to fix the house verses taking it down. He is still working with Habitat for Humanity to try and help fix up the property. He is moving to an apartment in Oregon on Friday. Mayor Williams said the City would be willing to pay for the waterline to be fixed and then add so much on to his water/sewer bill to repay.

Mayor Williams announced that the Plan Commission meeting is scheduled for Monday the 18th at 5:00 pm, they will be having a public hearing on zoning for cannabis dispensaries.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie.
