Chadwick-Milledgeville Community Unit School District 399 Board of Education met May 18.

Here is the minutes provided by the board:

The Regular Meeting of the Chadwick-Milledgeville Community Unit School District #399 Board of Education was held via Zoom Meeting at 7:00 p.m.

MEMBERS PRESENT: S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, M. Urish, and D. Wagenknecht.

ADMINISTRATORS PRESENT: T. Schurman, Superintendent, and B. Maloy, Milledgeville Principal.

OTHERS PRESENT: Eric Hernandez, Kurt Folk, Cheryl Neumann, Scott Mattison, Amy Workman

CALL TO ORDER: The meeting was called to order at 7:00 p.m. by the Board President, S. Baylor-Schmidt. A motion was made by B. Smith and seconded by M. Bibler to approve the agenda. Voice vote showed 7 ayes and no nays. Motion carried.

CONSENT ITEMS: A motion was made by M. Urish and seconded by S. Kappes to approve the following consent items as presented.

a. Minutes of the April 20, 2020 Regular Board Meeting & Closed Session

b. Payment of bills for May 2020

c. Treasurer’s report for April 2020

d. Hot Lunch Report for April 2020

e. Student Activity Fund Account Summary for April 2020.

Roll call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, M. Urish, and D. Wagenknecht voting aye. No nays. Motion carried.

COMMENT FROM THE PUBLIC

A. Congratulations letter to Vocal Music Director Mr. Scott Mattison for the music program earning First Place in the IHSA Class D Sweepstakes Contest.

B. Congratulations letter to Instrumental Music Director Mrs. Cheryl Neumann for the music program earning First Place in the IHSA Class D Sweepstakes Contest.

OLD BUSINESS

Final Calendar for 2019-2020: Final calendar for the 2019-20 school year has been submitted to the ROE.

Approved second reading PRESS Policy Update Issue #103: A motion was made by M. Urish and seconded by S. Kappes to approve the second Reading of PRESS Policy Update Issue #103. Voice vote showed 7 ayes and no nays. Motion carried.

Some of the new or revised policies are as follows: Board Member Compensation, Board Reimbursement, Superintendent Committees, Payment Procedures, School Staff AED Notification, Cannabis Prohibition, Expenses, Personnel Records, Resignations, Attendance and Truancy, Student Fundraising, and Gifts.

NEW BUSINESS

Authorized the Superintendent to Seek Bids: A motion was made by P. Eubanks and seconded by B. Smith to authorize Superintendent Schurman to seek bids for bread, milk, and gasoline/fuel for the 2020-2021 school year. Voice vote showed 7 ayes and no nays. Motion carried.

Coronavirus COVID-19 Pandemic impact on schools: Superintendent Schurman reported that end of year remote learning has gone well. The end of in person learning has allowed us to start moving and summer cleaning/maintenance projects early. As we plan for summer school and the start of the next school year, we will need to plan for both in person and remote learning depending on how this plays out. School funding will be negatively affected, by how much is too early to tell. Whether or not the graduated income tax passes will also heavily impact school funding. There is a lot of uncertainty as we move forward.

CLOSED SESSION

A motion was made by S. Kappes and seconded by M. Bibler to convene in closed session at 7:34 p.m. in order to consider information regarding the appointment, employment, or dismissal of an employee or officer; collective negotiating matters between the public body and its employees and to review student disciplinary matters. Roll call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, M. Urish, and D. Wagenknecht voting aye. No nays. Motion carried.

A motion was made by P. Eubanks and seconded by S. Kappes to reconvene into regular open session at 7:54 p.m. Voice vote showed 7 ayes and no nays. Motion carried.

ACTIONS TAKEN AFTER CLOSED SESSION

Approve Collective Bargaining Agreement with the Chadwick-Milledgeville Education Association for 2020-23. A motion was made by B. Smith and seconded by M. Bibler to approve Collective Bargaining Agreement with the Chadwick-Milledgeville Education Association for 2020-23. Raises will be as follows: 20/21 1%; 21/22 2%; 22/23 2.5%. Roll call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, M. Urish, and D. Wagenknecht voting aye. No nays. Motion carried.

Approve canceling Mrs. Deb Gunnarsson’s Retirement: A motion was made by M. Bibler and seconded by S. Kappes to approve canceling Mrs. Deb Gunnarsson’s retirement and reassigning her to teach 6th Grade during the 2020-21 school year. This grants her tenure. Roll call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, M. Urish, and D. Wagenknecht voting aye. No nays. Motion carried.

ADMINISTRATIVE BUSINESS

A. Pre-K report

Early Step Preschool received $100,000 on April 30, 2020. As of May, West Carroll has now received $700,000 of the budgeted $735,982 for 2019-20

B. Current legal issues update

COVID-19 is expected to increase liability issues for schools and districts should expect increases in liability insurance premiums.

C. Legislative issues update

Superintendent Schurman reported that the legislature is expected to convene on May 20 to deal with a handful of issues including the budget. If the Graduated Income Tax does not pass in November, we should expect cuts to education funding.

D. Principal’s Report

Mr. Maloy reported that it is still our intention to conduct High School Graduation in person on Friday, July 17, 2020 at 6:00 P.M. if it is allowed by state and local authorities.

E. Senior scholarships will be announced via online video by Tuesday, May 19, 2020

F. Superintendent's Report

1. Last Day of School June 2, 2020

2. Teacher Institute Workdays June 3-4, 2020

3. Summer maintenance crew started work Monday, May 4, 2020

ADJOURNMENT: A motion was made by P. Eubanks and seconded by S. Kappes to adjourn at 8:15 p.m. Voice vote showed 7 ayes. No nays. Motion carried.
