City of Dixon City Council met June 20.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

WORK SESSION

None

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of Regular Session Council Meeting of Monday, June 5, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $599,577.97 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Public Works Director/Assistant City Manager Heckman gave an update to the Council regarding major projects: Safe Routes to School, ITEP, Gateway project, General Maintenance of Street resurfacing, and Arch Renovation. Discussion ensued.

CITY MANAGER REPORT

City Manager Langloss – Council Retreat for strategic planning.

COUNCIL REPORTS

Mayor Hughes – Dixon Sister Cities was a recipient of a State Award at the State meeting at the end of April.

Councilman Bishop – None

Councilman Considine – Lost a member with the Sister Cities, Carol Jones, thanked for all the work she did. Thanked everyone who helped keep the Pride Festival safe.

Councilman Oros – None

Councilman Venier – The Pride Fest had approximately 4,000 people, the event went well and was cleaned up like it never happened. Coalitions of the Arts Group ordered additional fencing and cord protectors. Discussion.

ORD# 3356 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE PETUNIA FESTIVAL PURSUANT TO THE REQUEST OF DIXON PETUNIA FESTIVAL CORPORATION

Councilman Venier moved to approve the ordinance amending the Liquor Code in connection with the Petunia Festival pursuant to the request from the Dixon Petunia Festival Corporation. Mayor Hughes explained the request. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3357 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON CEMETERY

Councilman Bishop moved to approve the ordinance authorizing the sale of certain personal property – Cemetery’s bobcat and end loader. Seconded by Councilman Oros. Public Works Director/Assistant City Manager Heckman explained the request and purchase request later on the agenda, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3358 – AUTHORIZING THE CITY OF DIXON TO ENTER INTO A LOAN AGREEMENT WITH THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY PUBLIC WATER SUPPLY LOAN PROGRAM

Councilman Oros moved to approve the ordinance authorizing the City of Dixon to enter into a loan agreement with the Illinois Environmental Protection Agency to fund the Lincoln Avenue Watermain Project. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3091-23 – RE-APPOINTMENTS TO THE LIBRARY BOARD

Councilman Venier moved to re-appoint Terry Dunphy, Marcela Kitson, and Rachel Cocar to the Library Board for terms commencing July 1, 2023 and ending June 30, 2026, or until their successors are duly appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3092-23 – APPOINTMENT TO THE PLAN COMMISSION

Councilman Venier moved to appoint Daniel Reglin to the City of Dixon Plan Commission for a term ending August 31, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3093-23 – APPOINTMENT TO THE VETERANS MEMORIAL COMMISSION

Councilman Oros moved to appoint Rodney Harrington to the Veterans Memorial Commission for a term ending September 30, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3094-23 – AUTHORIZING A REPRESENTATIVE TO SIGN LOAN DOCUMENTS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM

Councilman Considine moved to approve the resolution authorizing Mayor Hughes to sign loan documents from the Public Water Supply Loan Program. Seconded by Councilman Bishop. Water Manager Huyett explained the request. Voting Yea: Councilman Venier, Bishop, Considine, and Oros. Voting Nay: None. Abstained: Mayor Hughes. Motion Carried

APPROVAL OF GRANT AMENDMENT FOR THE AVIATION FUEL TAX GRANT

Councilman Venier moved to approve the grant amendment no. 23-2511-3785A1 for the Aviation Fuel Grant Agreement. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A REDEVELOPMENT AGREEMENT WITH JESSE LEE PROPERTIES, LLC

Councilman Bishop moved to approve the redevelopment agreement between the City of Dixon and Jesse Lee Properties, LLC with respect to the Industrial Park TIF. Seconded by Councilman Venier. City Manager Langloss and Joe Bonnell explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A DONATION OF $100,000 TO THE DIXON HISTORIC THEATRE

Councilman Oros moved to approve the donation of $100,000 to the Dixon Historic Theatre. Seconded by Councilman Considine. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Venier, Considine, Oros, and Mayor Hughes. Voting Nay: Councilman Bishop. Motion Carried

APPROVAL TO PURCHASE A 2023 BOBCAT L28 ARTICULATED LOADER

Councilman Venier moved to approve the purchase of a 2023 Bobcat L28 Articulated Loader from Bobcat of Dixon for $47,999.50 – amended to $48,980. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PETITION FOR ANNEXATION OF PARCELS LOCATED IN OVERLOOK GARDENS SUBDIVISION TO THE PLAN COMMISSION

Councilman Bishop moved to refer petitions for annexation comprising of parcels located in Overlook Gardens subdivision excluding: 780 Evelyn Rose Lane, 1676 Overlook Drive, and 1698 Kimberly Jo Court; to the Plan Commission. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PETITION FROM ROBERT LEWIS WITH RESPECT TO A SPECIAL USE FOR AMUSEMENT CENTER AT 94 S. PEORIA AVENUE, TO THE PLAN COMMISSION

Councilman Oros moved to refer the petition from Robert Lewis for a special use to allow the operation of an amusement center to the Plan Commission. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PETITION FROM CASEY’S RETAIL COMPANY & ARC RESOURCES FOR A SPECIAL USE – FUEL STATION, TO THE PLAN COMMISSION

Councilman Considine moved to refer the petition from Casey’s Retail Company and Arc Design Resources for special use: automobile service station, at 1751 S. Galena Avenue; to the Plan Commission. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PETITION FROM CASEY’S RETAIL COMPANY & ARC RESOURCES FOR A SIGN VARIANCE AT 1751 S. GALENA AVENUE, TO THE ZONING BOARD OF APPEALS

Councilman Venier moved to refer the petition from Casey’s Retail Company and Arc Design Resources for a sign variance of the City of Dixon Zoning Ordinance to the Zoning Board of Appeals. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

REFER PETITION FROM SHAMIRAN SELMANI FOR A VARIANCE FOR A FRONT YARD SETBACK AT 1308 S PEORIA AVENUE, TO THE ZONING BOARD OF APPEALS

Councilman Bishop moved to refer the petition from Shamiran Selmani for 1308 S. Peoria Avenue for a variance of the City of Dixon Zoning Ordinance, to the Zoning Board of Appeals. Seconded by Councilman Oros Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Tuesday, June 20, 2023 be adjourned to meet in Regular Session on Monday, July 10, 2023 at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes. Voting Nay: None. Motion Carried

The meeting adjourned at 6:13pm.
