City of Polo City Council met Jan. 15.

PLEDGE OF ALLEGIANCE:

Mayor Knapp led the Pledge of Allegiance.

CALL TO ORDER:

Mayor Knapp called the public hearing of the Polo City Council to order at 6:32p.m. on Monday January 15, 2024.

PRESENT: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, and Alderman Jim Busser. Also, present was Mayor Doug Knapp, Attorney Tom Suits and City Clerk Sydney Bartelt.

ABSENT: Alderman Randy Schoon.

PUBLIC HEARING:

Mayor Douglas Knapp opened the public hearing at 6:32 pm on Tuesday, January 15th, 2024. Ellen Burgeson, grant administrator, noted that the purpose of this public hearing is to report the results of the CDBG grant project and give the residents of the City of Polo an opportunity to comment on the project. The CDBG grant funds were used to construct additional storm sewers and associated drainage infrastructure in the Colden Street Drainage Basin target area in the City of Polo. The CDBG grant funds that the City of Polo received were combined with local funds and a Rebuild Illinois grant to build 4,298 l.f. of 12” to 84” storm sewers, 31 storm sewer manholes, 4 junction chambers, and other infrastructure associated with these drainage improvements. Engineering and grant administration costs were paid with City of Polo local funds.

Ellen Burgeson advised that a notice of the public hearing was published in the Dixon Telegraph on January 5th, 2024.

City Clerk Bartelt noted that the city is required to maintain a sign-in sheet to document attendance at the public hearing. City Clerk Bartelt noted that the following elected officials and City Staff are present at the meeting:

City Clerk Bartelt noted the sign in sheet is also required to contain the names and addresses of any other persons attending the public hearing.

Mayor Douglas Knapp noted that this is the part of the public hearing where comments from the public are invited to comment on the finished project.

To this end, Ellen Burgeson asked if there was anyone present at the public hearing who wished to comment. The following people commented with a summary of their comments following their names: None.

There being no further public comment, Mayor Douglas Knapp advised that the public hearing could be closed.

At 6:39 PM, Mayor Knapp noted that the public hearing is deemed closed.

ADJOURNMENT

Alderman Bardell made a motion to adjourn from public hearing meeting at 6:39 pm, seconded by Alderman Kochsmeier. Ayes 5, nays 0. The motion carried.
