City of East Dubuque City Council met June 16.

2. 25-0616 Staff Reports
a. City Manager Report
Was introduced to our new officer Nathan Schuster who graduated from the police academy. He also comes to us with a military background – Sgt in the Army.
Hwy 35 project is almost complete. They ran into a couple of issues. Was the line from the water tower and line under the hwy did not meet up. With the extra work there will be some extra cost in that. Looking to liquidate damages from the construction company.
Chief Heim and a couple of other firefighters are heading to Alabama to inspect the truck which is the second engine. We will make the final payment with cash so that this vehicle will be paid in full.
Area residents came forward today to restore the Fire Station bell.
The Oxford Street project is ready to go. We are still working with a homeowner making sure that we are taking the time to be fair.
Indian Hills we have all the easements that we need from here. But there were two homeowners who chose to not sign. Which these will not affect any homeowners at this point. Had a pre-bid meeting today for the ESB. It had two or three general contractors and a handful of sub-contractors. General contractors need to get bids in by July 2nd at 11 am. Want to make sure that the word gets out.
b. Mayor Report
I am happy to announce that the fireworks are back on. A big thank you out to Jim and Nancy Neumeister for their donation.
The EDGE foundation directed their fireworks funds to Dunleith Pool so that they would be able to open.
There was a great article about Roberta Montgomery. She is the person that goes around and helps keep the plants living along the main drag here.

The house on Sherwood and Sidney can we have some go up and see if they will not take care of the back of the house. It is so overgrown that it looks terrible.

5. 25-0619 Presentation and Discussion with Diane Gallagher about County Zoning and City Viewpoint in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz The county board did approve a comprehensive plan. They try to look at the entire county, what long term goals are and look to increase the population. Look what everyone wants, which is economic development, housing and childcare. What would help us grow.
Have two questions to preserve the present code of having 40 acres to build in the country or should it be less than 40 acres to build.
The impact of our short-term rentals. These have been becoming increasingly popular in our county. Wanted to know if the council have input for Diane to take to the next meeting. No action required.
6. 25-0620 Discussion and Possible Action to Approve Special Event Permit for East Dubuque Independence Day Celebration to be Held Downtown East Dubuque on Saturday, June 28 from 5:30 pm to 11:00 pm with the Closure of the 200 Block of Sinsinawa Avenue from 231 to 295 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

7. 25-0621 Discussion and Possible Action to Approve An Amendment to Ordinance for Itinerant Merchants in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz We have the language which is from our current code within red what is taken out with blue for thing that would like to be added. This came from a number of folks that said that our current fee of $250.00 a day for a food truck was too much. Looking at other communities saw this was correct and would like to make a change. What we are proposing is to go from $250 a day to a year. Also had some bonding language that was unworkable. Added proof of insurance and a bond if required. Added a couple more streets like Wall, 1st and 2nd streets.
Would the fee be included if you are parked on private property. Yes, it would. Think $250 is a little cheap. What do you think maybe $500.

We are addressing all of the streets that have been our watermain breaks in the last couple of years. If we have the plans done we could pull the trigger with our own funds instead of waiting for the State loan. To plan from Jordan up to 2nd Street.
So would we be looking to do this project yet this year. My hope is that we can get it in this year. But can not commit to it. We are reversing the stormwater from Wall to the 3rd Street ditch. Thinks we can do a section at a time without tearing up the whole road.
Are we doing this in concrete then. Yes. Are we doing just the main or are we connecting to all the businesses. We will be reconnecting along the way.
