City of Rock Falls Building Code Committee met May 3.

Here is the minutes provided by the Committee:

Topic; Discussion; Plan of Action:

I.Call to order @ 5: 15 p.m. - Chairman Snow; The meeting was called to order at 5:15 pm; Meeting begins at 5:15 pm

2.Audience Requests; None; No action

3.Approve minutes of the April 5th, 2017 meeting; The minutes were reviewed by the committee; Minutes approved

4.Building Inspector updates: A court date is coming up for the demolition order for the property at 601 West 7th St. There are 3 more possible demolitions coming up, but the Building Department will be handling them one at a time. Alderman Kleckler asked if these lots could be resold or if they were not standard size. Most are standard size.; No action

5. Old Business:

a.Adoption of 2015 International Codes.; The City is still waiting for Whiteside County to adopt the codes. A lot of work has already been done to make the City ready to adopt them.; Tabled

b.Abandoned property registration; The committee had much discussion about parts of this registration. The definition of a vacant building needs to be worked on by the Building Inspector and committee. Alderman Kleckler stated that the document needs to determine the registration fee, and penalty costs. It needs to be easy to tell the difference between abandoned, and unoccupied buildings, and which need to register. Sterling has partnered with a bank to help demolish problem homes. There was discussion about having a group such as Habitat for Humanity place homes on the em t lots in town.; Tabled

6.New Business:

a. Review of weed liens; The committee reviewed the weed liens, abandoned properties list, and foreclosure lists. Inspector Searing will work with Clerk Arduini to determine if a property should or should not be liened for weed control.; No action

7.Committee Member items; Alderman Klecker asked if there would be a handout that he could give to residents with information about the new pool ordinance. Inspector Searing stated that there is a channels slide that was produced by Sylvia, and he could use a copy of it. The new rules should be added to the electric bills. Alderman Klecker asked if the uptown design guidelines are regulating colors of the buildings. Building Inspector Searing said that paint colors are hard to enforce.; No action

8.Adjournment; With nothing else for the good oft e committee, the meeting was adjourned at 6:20 pm; Meeting ends at 6:20 pm
