Elizabeth Township Board of Supervisors met July 9.

Here is the minutes provided by the Board:

Chairman, Brian Wiker, called the Supervisors Meeting to order on July 9, 2018, at 7:00 PM., at the Township Building. Also present were Vice-Chairman, Jeff Burkholder, and Secretary-Treasurer, Rodney D. May. The Pledge of Allegiance to the Flag was recited.

PUBLIC PARTICIPATION There was no public participation prior to conducting meeting business.

GUESTS

There were no guests.

APPROVE MINUTES

There was a motion by May, seconded by Burkholder, to approve the minutes of the June 14, 2018 meeting as presented. Motion carried

TREASURER'S REPORT The Board of Supervisors received the Treasurer's Report, List No. 7, dated July 9, 2018, for the month of June 2018, showing receipts of $44,692.85 in the General Account. Expenses in the General Account were $58,084.65. There were no receipts in the Park and Recreation Account. Expenses in the Park and Recreation Account were $2,438.00. There were no receipts or expenses in the State Account. There were no receipts or expenses in the Tot Lot Rehab Account.

PAY BILLS There was a motion by Burkholder, seconded by Wiker, to pay the bills on List No. 7, dated July 9, 2018, amounting to $55,695.83, as well as to retroactively approve payment of all expenses in all accounts in June 2018, amounting to $59,522.65, a total of $115,218.48. Motion carried.

ZONING REPORT Zoning Officer, Barry Wagner, reported for June 2018 that 11 zoning permits were issued for a value of $271,560.00. Stormwater exemption(s) issued: five. The zoning officer also conducted meetings, discussions and issued correspondence for various development questions and ZHB issues as well as worked on enforcement issues including high grass issues and working with an unpermitted addition on Hallmark Drive.

SEWAGE REPORT Sewage Enforcement Officer, Len Spencer, reported for the month of June 2018:

• Permit applications received - three

• Soils analysis test pits - five

Percolation tests completed - three

• Designs under review - zero

Approved designs - two Permits issued - two Revoked permit - zero Installation inspections - zero There were no periodic system inspections or malfunction investigations in the month. SEO also maintained all needed administrative activities and logs.

STORM WATER MANAGEMENT REPORT Hanover Engineering submitted their report for June 2018 detailing their activity. There were various phone consultations and meetings with residents, developers and builders regarding SWM permitting, water supply permits and construction related issues. They prepared Developer Invoices and the Engineer's report, as well as discussed projects with ET Staff and attended the Planning Commission meeting. Worked on various ongoing projects in the Township. Four site inspections were performed. There were five SWM plans reviewed with four ongoing plans under review. Multiple follow ups with various ongoing projects including King, Stoltzfus, Mountain View Mulch, Estates at Pinecrest, Tractor Supply, Brickerville Electric, Heller, Harold Lynn, Fackler, etc.

BURNING ORDINANCE There were no incidents investigated by Burning Enforcement Officer.

PARK BOARD There were no minutes submitted.

BRICKERVILLE FIRE COMPANY In June 2018: North West EMS responded to 12 calls, with 80 year to date. In June 2018: the BVFC responded to six calls. In June 2018, BVFC Fire Police responded to two calls.

PA STATE POLICE

The Township received the June 2018 PA State Police report.

WESC The Township received the June 2018 WESC Administrator report,

ROAD SUPERINTENDENT REPORT Road Superintendent, Glenn L. Martin, submitted a report for June 2018, as follows:

• Road shoulder mowing and weed-eating

Grading and hauling millings on reclaimed areas that are to be oil/chip Sweeping roads and cleaning road edges Trimming trees blocking stop and other signs Weed spraying of guardrails Filled potholes on dirt and gravel roads Tree cleanup and storm cleanup

Routine vehicle maintenance

• Tot lot work - tree, playground, concrete and asphalt - all removed

• Oil and chip scheduled for July

Emergency lights in Township building need replaced

• Township building well casing was raised - new pressure tank and controls installed

WARWICK REGIONAL REC COMMISSION

CORRESPONDENCE

• The Lititz Public Library sent its July 2018 newsletter.

• The Commonwealth of PA, Dept. of Auditor General sent the results of the annual audit of the Liquid Fuels Tax Fund for the Township. Satisfactory compliance was noted in the report.

• The Lititz Rec Center sent its July 2018 newsletter.

UNFINISHED BUSINESS There was no unfinished business.

NEW BUSINESS

a) Burkholder, seconded by Wiker, made a motion to approve a Final Escrow Reduction of $1,000.00 B'ville for Brickerville Electric. Motion carried. Electric Escrow

b) Wiker, seconded by Burkholder, made a motion to approve a Final Escrow Reduction of $8,410.36 Speedwell BIC for Speedwell Heights BIC Church. Motion carried. Escrow Gledhill Plow Sale

c) Loren Miller presented bids for the sale of the Gledhill Plow. After discussion, it was decided to offer it for sale to a local municipality. If that municipality does not buy it, the Township will offer it for sale later in the year.

Gotwalt SWM plan

d) Burkholder, seconded by May, made a motion to approve the SMWA for Sara Gotwalt on Long Lane. (Note: this is a transferred agreement from Darlington to Schouten to Gotwalt.)

OTHER BUSINESS

a) August Recycling - August 4, 2018 b) The next meeting of the Board of Supervisors will be held on Monday, August 13, 2018, at the Township

Building, beginning at 7:00 PM. c) May noted that a Township resident inquired re: the posted speed limits on SR501 north of Loop Rd to

Crest Rd in Brickerville. Glenn Martin indicated that he would call PennDot and verify proper amount of signs are installed and that the speeds posted are correct.

There being no further business, Wiker, seconded by Burkholder, made a motion to adjourn the meeting. Meeting adjourned at 7:16 PM.
