City of Dixon City Council met July 2

Call to Order
The meeting was called to order by Mayor Arellano at 5:33pm.
Roll Call
Councilman Marshall, Marx, Venier, Considine, and Mayor Arellano answered Roll Call. Absent: None. The Pledge of Allegiance was cited. Reverend Frank Berman gave the invocation.
Work Session
None
Approval of Minutes
Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, June 16, 2018 be accepted and placed on file. Seconded by Councilman Marx. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Approval of Total Labor and Outside Claims
Discussion ensued on a bill from 2016/2017 rental, we were mistakenly not billed for that rental. Councilman Marx moved that the total labor and outside claims in the amount of $258,792.94 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Approval of May 2018 YTD Financial Summary
Councilman Considine moved that the year-to-date Financial Summary through May 31, 2018 be accepted. Seconded by Councilman Marshall. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.

Assistant City Manager Report
Assistant City Manager Matt Heckman reported: 1) The Hampton Lift Station replacement has been delayed due to the high river water levels. It will continue after the water drops. 2) The Airport Runway lighting repairs are to commence in August. 3) Depot Avenue Water Main should start July 9th and Palmyra soon after. 4) City Hall work on the 2nd floor is still ongoing. The bid opening for remodel of the 1st floor is July 20th. 5) Petunia Fest – he thanked the volunteers and our employees for all the work they do for the fest. And encouraged the citizens to visit the festivities.
Council Reports
Mayor Arellano – 1) Congratulated Danny on his marriage. 2) Splash Pad – the location of the park was a requirement for the donation, and yes there will still be additional upgrades at the Vail Park Splash Pad. 3) Reagan Run and the Petunia Fest is this week, pick up a brochure on all the activities available. 4) There is a Kids Camp out of Chicago that comes to the area. He would like to show some more City support. Looking for more active ways to coordinate with them, even though they are out of the City Limits. He is planning to go out to greet them on behalf of the community. 5) There has been some buzz about a creation of a board of parents with small children to be set up for long term planning and help with the exact amenities that should be put in the splash pad. The involvement of this board would help in the planning of the splash pad. 6) Asked for an Executive Session at the meeting today to discuss a Specific Employee.
Councilman Considine – 1) Petunia Fest – welcomed all of the people, and hope they have a fabulous time. 2) Conditions of Petunia Baskets – there were concerns on them earlier, but they are coming along nicely and very presentable for the fest.
Councilman Marshall – None
Councilman Marx – 1) Petunia Baskets – is amazed on how they have flourished in the past two weeks. 2) Congratulated Attorney Lesage on his new parking lot. Offered his sincere thanks from the City Staff and the Petunia Fest for his efforts to help. 3) Asked to add to the Executive Session to discuss purchase of property.
Councilman Venier – 1) Echoed the other Councilman – congrats to the 54th Annual Petunia Fest. There is a great line up of entertainment, especially Tuesday night. They are still accepting volunteers. You can just show up or call 288-PINK or go to petuniafest.org. 2) Dixon Chamber of Commerce Main Street (DCCMS) Banner Program – thanked the City Staff for hanging all of the banners. 3) DCCMS is looking for some festival help also can call 288-3361.

ORD# 3104 – Amending the Dixon City Code
Title V, Chapter 13, Section 5-13-2
(Alcoholic Liquors – Definition of Restaurant)
Mayor explained the code classifications, and how this ordinance has a grandfather clause in it for existing license holders. Discussion ensued on the effects of the ordinance, and to see if there are other classifications that can be tightened up. Councilman Venier moved to approve the Ordinance amending Title V, Chapter 13, Section 5-13-2 (Alcoholic Liquors – Definition of Restaurant). Seconded by Councilman Considine. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Intergovernmental Agreement by and Between
The Board of Education of School District No. 170
and the City of Dixon
For a School Resource Officer (SRO) Program.
Assistant Manager explained the motion, and that it is the same business terms. Discussion ensued on the roles of the SRO, and thanked all SRO’s. Councilman Marshall moved to approve the Intergovernmental Agreement by and between the Board of Education of School District No. 170 and the City of Dixon for a School Resource Officer (SRO) Program. Seconded by Councilman Marx. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Bid for the Depot Avenue Water Main Boring
Assistant Manager explained the process and amount of bids. Recommended to reject all bids due to the fact that the lowest bid was approximately 75% over the engineer’s estimate. He would like to amend the request and send out for re-bidding. Councilman Marx moved to reject all bids received for the Depot Avenue Project. Seconded by Councilman Venier. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Bid for the Depot Avenue Water Main Materials
Assistant Manager explained the process and amount of bids. Received two bids, but one was non-conforming, meaning only 1 valid bid. Recommended to reject the bid and try to rebid in the near future. Councilman Considine moved to reject all bids received for the Depot Avenue Materials Project. Seconded by Councilman Marshall. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Executive Session
Councilman Venier move that the Regular Council Meeting of Monday, July 2, 2018 adjourn into Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Illinois Open Meetings Act. And to discuss the purchase or sale of real property pursuant to Section 2(c)(5) of the Illinois Open Meetings Act. Seconded by Councilman Considine. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Reconvene Meeting
Councilman Marshall moved that the Regular Council Meeting of Monday, July 2, 2018 reconvene into Open Session. Seconded by Councilman Marx. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
Adjournment
Councilman Marx moved that the Regular Council Meeting of Monday, July 2, 2018, be adjourned to meet in Regular Session on Monday, July 16, 2018 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Marshall. Voting Yea: Marshall, Marx, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
