City of East Dubuque City Council met Sept. 4.

Here is the minutes provided by the Council:

1. 18-0901Call to Order – Acting Mayor Robey: Alderman Arling, Alderman Degenhardt,

Alderman Digman, Alderman Shireman, Alderman Vanostrand

2. 18-0902Speakers from the Floor

Melissa Culbertson-Asking where the council is at finding a City Manager? Alderman Shireman, things will be wrapping up this week. The citizens cannot vote on the new candidate but are welcome to attend the meetings.

Sarah and Lee Niensteadt: Owns the Airbnb. Here to answer questions or concerns. Bought the property last year and contacted Geoff Barklow; was told there was nothing needed for them to operate the Airbnb. Talked about getting a permit and Geoff said there is nothing needed. Heard there has been concerns, yes background checks are required by Airbnb. Are paying 6% taxes on all bookings and it is all filed on taxes. Please call with any questions.

Alderman Arling: what is the max occupancy? It is 6 for the home according to Airbnb guidelines. Looking to know if there is a fire, we need to know how many people are in the house.

Alderman Robey: We have been researching this as there is no ordinance or guidelines in place. This will be addressed at the zoning meeting and you should be present. Lee Niensteadt: In the meantime, what are my options? We have people that have booked in advance and most are local, and they have booked for a month’s time. Alderman Robey: Get on the zoning board agenda.

Alderman Arling: You are not breaking any codes, ordinances or laws currently being as there is no ordinance in place, so you should be able to continue with business as usual.

Alderman Robey: Believe that the motion was not a stop order, but a request to attend a zoning meeting. The motion stated that the City Attorney send registered letters to the Airbnb to schedule a meeting with the zoning board and file to get a special use permit. There could be a number of things in the ordinance depending on what the zoning board decides.

PENDING BUSINESS:

3. 18-0825Discussion and Possible Action to Approve Purchase of Guard Rail for Tomahawk Drive

/ Acting Mayor Robey, Public Works Director Fluhr

Mark Fluhr-Met with Travis Freese and may just fill hole in with Rip Rap. The concerns are with heavy rain and washout. Chuck Williams had an idea to connect to the existing pipe and let it continue down and run out. Contacted me before the meeting and the cost will be more than the guardrail.

Are there barriers? No and the street is too narrow to do so.

Motion made by Alderman Arling to Table, seconded by Alderman Vanostrand; 6 ayes, motion carries.

NEW BUSINESS:

4. 18-0903Discussion and Possible Action to Pass Resolution 18-0903 for Opening New Bank Account with Dubuque Bank and Trust Company / Acting Mayor Robey 

ROLL CALL

Mayor Robey: The bank is requesting that we open an account with them. One of the main reasons for the account is to put the monies in there for the purchase of the building for the EFT payments.

Motion made by Alderman Arling seconded by Alderman Degenhardt; 6 ayes, motion carries.

5. 18-0904Discussion and Possible Action to Pass Resolution 18-0904 Appointing an Authorized Agent with Respect of the Illinois Municipal Retirement Fund and Authorize the City Clerk to Certify Appointment / Acting Mayor Robey

Robey: With the retirement funds it is required that there is an agent that attends any training and takes care of any correspondence. Recommend approving.

Motion made by Alderman Degenhardt seconded by Alderman Digman; 6 ayes, motion carries.

6. 18-0905 Discussion and Possible Action to Approve Request from the East Dubuque High School

Student Council to Have the Annual Homecoming Parade in Downtown East Dubuque on October 12, 2108 at 3:30 p.m. with Street Closing for Staging / Acting Mayor Robey, Sally Sirianni: Recommend approving.

Motion made by Alderman Digman seconded by Alderman Arling; 6 ayes, motion carries.

7. 18-0906Discussion and Possible Action to Approve Payout of Sick Leave for Tom Burns, Public Works Employee of 200 Hours of Unused Sick Leave / Acting Mayor Robey 

Robey: This is per the contract, the employee may sell back the unused sick leave

Alderman Arling: Should we make a motion to move to executive session or something to discuss this? Looking at the calendar year and ninety days of accumulation, as of right now he only has about 86 days.

Motion made by Alderman Arling to Table seconded by Alderman Vanostrand; 6 ayes, motion carries.

8. 18-0907Announcement for the Upcoming Consolidated Election on April 2, 2019 / City Clerk Arling

Open seats will be Mayor, City Clerk, Alderman Ward I, II and III. Packets can be picked up beginning 12/10/2018 through 12/17/18

9. 18-0908Discussion and Possible Action to Proceed with Scheduled Street Projects to Be Completed By (To Be Determined), Not to Exceed (To Be Determined), Budgeted for this Fiscal Year / Public Works Director Fluhr, Acting Mayor Robey 

ROLL CALL

Mark Fluhr: Earlier this year, the PW dept looked at the roads and patched some of them. There are a few roads that have been put out to bid as well. Seal coat season is coming to an end. There are 2 bids, one bid to get it ready for the seal coat and then to put down a leveling mat of asphalt followed by 2 coats of seal coat. These roads are in bad shape. There are a few streets on top of the hill that need desperate repair. One street could get done this year, and should probably be Hill St.

Motion made by Alderman Shireman to repair Hill St. repaired by Hammil not to exceed $25,850.00 with a stipulation to obtain another bid as well, seconded by Alderman Arling; six ayes, motion carries.

COUNCIL & COMMITTEE REPORTS:

10. 18-0909Staff Reports: Acting Mayor Report, Alderman Report

Mayor Interim Report:

The East Dubuque Lions Club Food Pantry is expanding their hours to Tuesday Evenings 5-9 pm and the 3rd sat of each month from 8am-11am

Have been in good shape with our operating systems and the pumps throughout all the rain lately.

There are officers that are in the works to join the department, projected start date is December.

Alderman Report

Alderman Arling: Planning committee met and talked about getting the police department build out in the new city hall. Still needs to meet with Steve to see what he needs for space first and foremost.

Working on the Airbnb project, one person spoke of the fire department occupancy and plaques.

Alderman Degenhardt: Thanks to all who helped get things ready for the corn boil even though it was rained out

Alderman Digman: Car show season is coming to an end and would like Mark to look into the finishing of the main street downtown and what was bid and what was spent

Alderman Vanostrand: There is a large hole that needs to be filled on his street.
