City of Dixon City Council met September 17.

Here is the minutes provided by the Council:

Call To Order:

The meeting was called to order by Mayor Arellano at 5:30 pm.

Roll Call:

Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano answered Roll Call. Absent: None. The Pledge of Allegiance was cited. Reverend Joseph O’Donnell gave the invocation.

Work Session:

None

Approval Of Minutes:

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Tuesday, September 4, 2018 be accepted and placed on file. Seconded by Councilman Marx. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Approval Of Total Labor And Outside Claims:

Councilman Marx moved that the total labor and outside claims in the amount of $851,505.61 be approved and ordered paid. Seconded by Councilman Marshall. Clarification was inquired about and answered. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Year-To-Date Financial Summary:

Councilman Considine moved that the year-to-date Financial Summary through July 2018 be accepted. Seconded by Councilman Venier. Clarification was inquired on the name of the report, and asked to be consistent. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Department Reports:

None

City Manager Report:

City Manager Langloss reported: 1) Splash Pad: he had a meeting with the Park District and the donor on the conceptual of the landscape. Hope to have it decided on in the next few weeks. The donor would like to remain anonymous. 2) Safe Route to School Grant: Rt 26 & Division – he has meet with IDOT and the Superintendent regarding electronic signage, adding sidewalk, etc. We are going to try for the grant. 4) Economic Development Retail Conference is coming up; it is regarding restaurant, travel projects, and retail.

Council Reports:

Mayor Arellano – 1) Met with the Ambassador of the National Main Street group with Stacey Colledge and Danny Langloss. 2) September 13th was proclaimed to be Jackie Allen Day. For her 42 years of dedication at Kreider Services working with the disabled. 3) Scarecrow Festival: was well attended. 4) IML Conference is this week, a couple of us are attending this year. He will have an update at our next meeting. 5) Had two ribbon cuttings this past week. Ted Hvarre Realty at the old Sandy’s (which has residential, a construction company and his realty. And J Boutique downtown on Hennepin Ave. Now we have 3 lady’s boutiques downtown. (which is in the building of the program with Chamber/Main Street for startup business)

Councilman Considine – 1) At the Bears game tonight Officer Mark Dallas is being recognized tonight at an Honorary Team Captain. 2) Had the pleasure of having the new water meter put into his home today. The men were very professional and informative. 3) Would like for the council to review pay increases for the council and make an effort to discuss it. The last adjustment was in 1989.

Councilman Marshall – 1) Congratulated Officer Dallas on his Honorary Team Captain. He will be on the sidelines with the team during the game. 2) Scarecrow Festival: there was great weather and were able to have the Bags for the Brave with still 34-36 teams in attendance even though the date was moved. 3) Welcomed back Officer PJ Ginn from his 7month battle with brain cancer. He was released back to the road, wished him the best.

Councilman Marx – None

Councilman Venier – 1) He also had his new water meter installed and he had the same experience, they were very professional and very quick. It was a great experience. 2) Former Mayor Bill Naylor passed away recently and he wanted him to be recognized by the council. 3) The signs at the entry of the City are in disrepair (welcome to Dixon and thank you for visiting). Councilman Marshall has been reaching out to people on it already. 4) Go Bears!

Ord# 3110 – Amending Title 3, Chapters 8 And 9 Of The Dixon City Code Regulating Waterworks And Sewer And Drains Systems:

Asst. City Manager/Public Works Director Heckman gave a recap on what was in the document, the changes to the existing ordinance, and some language clarifications. City Manager Langloss reported some concerns from citizens regarding the $.60 fee for paper billing. Discussion ensued on whether to keep that in or not, and the City Attorney could have the document changed and could be voted on tonight with the adjustment. Councilman Venier moved to approve the Ordinance amending Title 3, Chapters 8 and 9 of the Dixon City Code Regulating Waterworks and Sewer and Drains Systems, provided billing services charge provision is deleted from the ordinance. Seconded by Councilman Considine. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Ord# 3111 – Amending The Liquor Code In Connection With The West End Fest:

Mayor Arellano explained the adjustment to the code. Discussion ensued. It was noted that in the ordinance the street was listed as an avenue and a street, it will be corrected before signed. Councilman Marshall moved to approve the ordinance amending the Liquor Code in connection with the West End Fest. Seconded by Councilman Venier. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Resolution #2636-18 – Authorizing The City Manager To Sign Contracts For The Supply Of Electric Services For Properties Owned By The City Of Dixon:

City Manager Langloss gave information and possible reductions of $15,600 in estimated savings by entering into the contract. Discussion ensued regarding rate comparison with other municipalities and which properties this included. Councilman Marx moved to authorize the City Manager to sign contracts for the supply of electric services for properties owned by the City of Dixon. Seconded by Councilman Marshall. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Resolution – Amending 2018-2019 Budget (Itep Grant – Engineering):

Finance Director Fredericks explained the ordinance was created from the last meeting. This directs her where the funds to use. Discussion ensued regarding which specific items to be paid for from the Capital Fund or the Recovery Fund. The consensus of the council was to have the Resolution adjusted and brought back to the next meeting with their changes. Discussion then ensued regarding changing the funding source of the water meter loan. No Action was taken.

Enter Into A Professional Services Agreement With Fehr Graham Engineering For Preliminary Engineering For Fy20 Street Resurfacing Program:

Assistant City Manager/Public Works Director Heckman gave a background on the agreement and that it is a budgeted item. Discussion ensued on how it differs from last year, and how the firms were decided on. Councilman Considine moved to approve the agreement for Professional Services between the City and Fehr Graham Engineering for preliminary engineering, construction engineering, and materials testing for the FY20 Street Resurfacing Program in the amount of $265,500.00. Seconded by Councilman Marshall. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

Approval Road Closure:

City Manager Langloss asked the Council if they wanted all road closures to come before the Council. The policy used to be that the Police Chief would approve small road closures. Discussion ensued regarding the request, approval process, and who would setup and monitor. Majority of the council was in favor of letting the Police Chief, City Manager, Public Works Director and Fire Chief make the decision, as long as no liquor permit was needed, and the council was informed of the closure. No Action was taken.

Adjournment:

Councilman Venier moved that the Regular Council Meeting of Monday, September 17, 2018, be adjourned to meet in Regular Session on Monday, October 1, 2018 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.

The meeting adjourned at 6:45 pm.
