City of East Dubuque City Council met September 17.

Here is the minutes provided by the council:

1. 18-0914Call to Order – Acting Mayor: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Robey, Alderman Vanostrand. Absent: Alderman Shireman.

2. 18-0915Speakers from the Floor

•Pat Meyer 751 Clinton- Obtained a building permit to make some repairs and started on it 6 days later, city didn’t mark the shut off. He hit the line in the process, feels the city should pay for the repairs. Mark Fluhr-the city only marks the main, not the services. It is the homeowner responsibility to locate the service.

oRobey- reach out to John Digman. This should be brought to the attention of the Utilities committee.

Old Business:

3. 18-0825Discussion and Possible Action to Approve Purchase of Guard Rail for Tomahawk Drive/Acting Mayor Robey, Public Works Director Fluhr

•PW Director Mark Fluhr- Chuck called and did not have an updated estimate, but thought as far as filing it in, the cost will exceed far more that the guardrail will to be installed. There has only been one car that ended up in there and this is a potential hazard in the winter time.

•Alderman Vanostrand- if this gets approved, will it be done this year? Not sure.

•Alderman Arling: This is also a school bus route.

•Motion made by Alderman Arling to accept the Lovewell bid for $11,750.00, seconded by Alderman Vanostrand-to be done this year. Five ayes, motion carried. ROLL CALL: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Robey, Alderman Vanostrand. Absent: Alderman Shireman.

4. 18-0908Discussion and Possible Action to Proceed with Scheduled Street Projects to Be Completed By (To Be Determined), Not to Exceed (To Be Determined), Budgeted for this Fiscal Year/Public Works Director Fluhr, Acting Mayor Robey ROLL CALL

•Alderman Robey: Regarding the motion made last meeting, Hammill was awarded the job with the stipulation for a second bid. The second bid was obtained and not lower in price. This is discussion to touch back on the obtaining of the second bid. The previous motion still stands.

5. 18-0906Discussion and Possible Action to Approve Payout of Sick Leave for Tom Burns, Public Works Employee of 200 Hours of Unused Sick Leave / Acting Mayor Robey

•Continue to be pending business until next meeting.

New Business:

3. 18-0916Discussion and Presentation for Final Plans and Time Line for Wastewater Treatment Plant Project / Acting Mayor Robey, Adam Holder, Sharon Pepin

•Adam Holder: Will be submitting the drawing to the IEPA in a few weeks. Will be fine-tuning the bids and should have them back by the end of February. Takes a little longer due to the subcontractors’ requirements to advertise. At that time, if the council is ready to move forward, could be looking to begin construction in the spring.

•Sharon Pepin: Update and a draft ordinance. Last time met was June, considered submitting the CDGB Grant, we have to include a construction permit, so we will not be meeting the deadline in November. IEPA will be the decider as to the financing options. Refer to the handout for specific details. Stephanie Powers from IEPA will review everything again as well. This authorizing ordinance will be approved at the next council meeting, will be published in the paper and 30 days after for public comments. All petition forms will be available here at city hall anyone can come in and get a copy. If more than 10% of voters sign the petition or (98) people, the city may not move forward, and it will have to be put on the referendum in the April election. If all goes as planned, this will all go through to the IEPA. Working with Joan on covering the expenses, new and old. Projected start date is looking like May. Should be completed in October, provided the contracts are completed. If you hold back another year to year and a half, the costs could potentially go up, but there is also the 45% loan forgiveness as well. Plan to address and decide on the 20 or 25-year loan. Existing loan will be over in 2 years and the new loan will take into effect. Keep this in mind.

•Alderman Vanostrand-are there any solar possibilities in the future? The Illinois Clean Energy Fund is taking letters of intent until January and can submit info to them.

4. 18-0917Discussion and Possible Action to Pass Resolution Authorizing Execution for the Sale of Surplus Public Real Estate in the City of East Dubuque, Jo Daviess County, Illinois/Acting Mayor Robey

•Alderman Robey: ask that council table. Looking at getting appraisals

•Motion made by Alderman Degenhardt to Table, seconded by Alderman Digman; five ayes, motion carried.

5. 18-0918Discussion and Possible Action to Approve Purchase of New RSA Flyght Sewage Pump, Estimated Cost $11,000 / Acting Mayor Robey, Public Works Director Fluhr

•Alderman Robey: 2 weeks ago, one pump went down, cannot run with one pump. Would like to purchase a new one as to rebuild costs over 6k each time.

•PW Director Mark Fluhr: one pump is in to be rebuilt, one is 6 years old and the other is 7. A large amount of debris was pulled out and the bar screen has not been operable for years, this takes care of the large debris, but it must be manually cleaned. Even with doing this, there is still a lot of things getting onto the pit.

•Alderman Arling: Should have an additional unit regardless. Mark: Agreed

6. 18-0919 Discussion and Possible Action to Approve Special Event Permit Application for Fun Days to be held Downtown East Dubuque on Sunday, October 7, 2018 from 9 a.m. to 6 p.m. with Closure of the 200 Block of Sinsinawa Avenue / Acting Mayor Robey, John Digman

•Alderman Digman: EDGE foundation is looking to recreate the Fun Days from days past. The corn boil was cancelled because of the rain and the costs were already spent and looking to put it into another event.

•Motion made by Alderman Degenhardt, Action to Approve Special Event Permit Application for Fun Days to be held Downtown East Dubuque on Sunday, October 7, 2018 from 9 a.m. to 6 p.m. with Closure of the 200 Block of Sinsinawa Avenue seconded by Alderman Vanostrand; five ayes, motion carried.

7. 18-0920Discussion and Presentation for Boat Ramp Development / Acting Mayor Robey, Pat Winders

•Pat Winders: Presented a video on the proposed development.

•Alderman Vanostrand: How did you come up with this? Pat: Grew up here and moved away. Decided to move back and have been looking at what the community has and doesn’t as well as what the community has that is underdeveloped. Wants to make ED a destination, increase revenue and bring in business. Has been speaking with the Army Corps of Engineers, real estate and planning and zoning committee. They are more inclined to work with local governments which is why he is here. Want to introduce a conversation to getting an approval to submit a lease agreement. Have been approached by many investors. A lot of developers do not invest because of the local government not being supportive. More inclined to know that the City would be on board. There would be no cost for the reclassification of the land, just a phone call. Would be willing to talk about all that is in the video. Multi use area with a community center, daycare, medical practices, recreational center, indoor pool and basketball court, a place to have wedding receptions, and possibly relocate the library. There is a lot of space for additional parks as well as a possibility for an amphitheater. Walking traffic and building paths to and from down town and to midtown. Water & sewer would be able to handle this additional build as well. Major insulation would have to be part of the engineering side of things, but this is not a concern as far as a foreseen problem. Ferry Services could be offered as well. There is emergency access to the end of the development in the plans.

•Alderman Robey: Attend a Planning committee meeting as well. What is the timeline for making the phone call regarding reclassification? The next few weeks would be great.

8. 18-0921Staff Reports: Acting Mayor Report, Alderman Report

•Mayor Report: Public hearing Wednesday October 3, 2018 at 5pm for Zoning Board for special use request for tourist homes. City hall will be closed at 3 pm this Friday 9/20/18.

•Alderman Arling: Grant applications- looking into roads and sidewalks within 2 miles of the school.

•Alderman Digman: Lighting for downtown Mark? Yes, contacted them, and would like to continue in the business district with the lights. The remote controls for shutting down the lights are still in the works. The joints downtown have been held off because of the car shows finishing up, would we like to get on it with the fun days coming up? Provided that the weather is cooperative, they can do the work until very late into the year. Schedule it for after the homecoming parade. The Montgomery Ave Sample is very pricey and is not the same as what is being used downtown on Sinsinawa.
