City of Morrison Council met September 19.

Here is the minutes provided by the council:

The Morrison City Council and the Historic Preservation Commission met in Special Session on September 19, 2018 at 8:00 a.m. at the Super Wash Training Facility, 707 West Lincolnway, Morrison, IL. Mayor Everett Pannier called the meeting to order. City Clerk Melanie Schroeder recorded the minutes.

Aldermen present on roll call were: Dale Eizenga, Ken Mahaffey, Harvey Zuidema, Mick Welding, Josh West, Vern Tervelt, Dave Helms and Arlyn Deets.

Historic Preservation Commission members present on roll call were: Lynn Kenady and Bill Shirk. There was not a quorum of HPC members present.

Other City Officials present included: City Administrator Barry Dykhuizen and Chief of Police Brian Melton. Members from the Morrison Area Development Corporation were also present, as well as owners/occupants of downtown businesses.

The purpose of the meeting was to hear preliminary information from Willett, Hoffman and Associates (WHA) regarding the Main Street reconstruction project.

WHA’s representatives included: Brian Frickenstein, Jeff Smith and Alan Hulstedt. Topics discussed during a question and answer period included:

• Public Meeting on 10/10/18

• Bump outs

• Parking – parallel vs angle

• Two-way or one-way traffic

• Table top intersections

• Contoured sidewalks and ramps

• ADA compliance

• Basement investigations

• Water main replacement

• How to stage the construction (block-by-block?)

• Concrete vs asphalt

• Storm sewers

• Historic building concerns

• Funding (Water main: EPA loan; Street: bond issue)

• Lighting

Council will make decisions on the project scope after input is gathered at October’s public meeting.

Being no further business, Alderman Mahaffey moved to adjourn the meeting, seconded by Alderman Zuidema. On a voice vote, the motion carried.

Meeting adjourned at 9:20 a.m.
