City of Morrison Council met September 24.

Here is the minutes provided by the council:

The Morrison City Council met in Regular Session on September 24, 2018 at 7:00 p.m. in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Everett Pannier called the meeting to order. City Clerk Melanie Schroeder recorded the minutes.

Aldermen present on roll call were: Mick Welding, Vern Tervelt, Arlyn Deets, Dale Eizenga, Ken Mahaffey, Harvey Zuidema. Aldermen Josh West and Dave Helms were not present.

Other City Officials present included: City Administrator Barry Dykhuizen and Chief of Police Brian Melton.

The public commented on recognition of some community volunteers.

Clerk Schroeder stated that petitions are now available for the following elected positions: Ward 1, 2, 3 & 4 Aldermen.

Chief Melton stated he will be attending this weeks’ school board meeting to discuss the school resource officer. He will also be holding two public informational meetings on October 17 & 23 at 6:30 p.m. in the community room regarding the police protection tax referendum.

Matt Schueler from WipFli reviewed the 2018 final audit.

Alderman Zuidema moved to remove the 2018 Audit approval from the agenda for discussion at a later meeting, seconded by Alderman Tervelt. On a roll call vote of 6 ayes (Eizenga, Mahaffey, Zuidema, Welding, Tervelt, Deets) and 0 nays, the motion carried.

Alderman Eizenga moved to approve the Consent Agenda, which consisted of the following: September 10, 2018 Regular Session Minutes; September 19, 2018 Special Session; Bills Payable; Appoint John Prange as City Treasurer; Request for One-Day Special & Limited Use Liquor License & Request Fee Waiver; Remove Travis McBride/Add Barbara King Signing Authority Sports Complex Checking Account, seconded by Alderman Eizenga. On a roll call vote of 6 ayes (Zuidema, Welding, Tervelt, Deets, Eizenga, Mahaffey) and 0 nays, the motion carried.

Other Items for Consideration, Discussion & Information:

1) CA Dykhuizen asked council to continue to review the draft ordinance to adopt the 2018 property maintenance code.

Executive Session:

1) Pursuant to 5 ILCS 120/2(c)(1) and 5ILCS 120/2(c)(11), Alderman Tervelt moved to enter Executive Session to discuss employment, compensation, performance of specific employee(s) and to discuss potential litigation against, affecting or on behalf of the Public Body, seconded by Alderman Deets. On a roll call vote of 6 ayes (Deets, Eizenga, Mahaffey, Zuidema, Welding, Tervelt) and 0 nays, the motion carried. Executive Session began at 7:25 p.m.

2) Regular session resumed at 8:33 p.m. There was no action as a result of Executive Session.

Being no further business, Alderman Zuidema moved to adjourn the meeting, seconded by Alderman Welding. On a voice vote, the motion carried.

Meeting adjourned at 8:34 p.m.
