City of Fulton Committee of the Whole met October 8.
Here is the minutes provided by the committee:
1. Public Input & Presentations
a. H&T LLC presentation to partner with Russell Construction and Senior Housing to conduct market study related to a new development in Fulton- Keith Holesinger owns land in Fulton and Russell Construction would like to build senior housing on the property. The property would be managed by Senior Housing Company out of Cedar Rapids, Mark Takes was not available to come and speak as he was on vacation. John Daly (General Contractor) was present from Russell Construction to give details on project. The facility would be on 5.2 acres and would house 40-50 residents. Russell Construction is currently working on 3-4 senior housing projects, this one would be one story and take 14-15 months to build. In order to get started must complete a market study which typically takes three to six months and costs $13,500. The city would have to pay for the market study, funds would come from economic development, if a viable project the company would pay the city back. If the market study is approved by the council, they could get surveys sent out before Christmas. Put on next agenda for approval.
b. Trick or Treat official date and time- Will be held on Wednesday October 31, 2018 from 6-8 pm.

d. Update to city website- will include all public meetings, will list zoning
2. Committee chair reports
a. Budget committee- n/a
b. Public Property Committee- n/a
c. Public safety- n/a
d. Parks & Recreation- Ald. VanKampen has still been unable to reach Andrew Myers/REC Department. Ald. Mask is still working on ideas for the pocket park (formerly Blecha lot).
e. Marina- A new flag pole has been put up at the marina, it was donated by Fulton Unity Christian School.
f. Zoning- Dale Sikkema said one spot still needs to be filled on the zoning board. Ald. Mask knows someone who may be interested in filling the spot.
g. Economic Development- n/a
3. Mayor’s Report- Still looking to fix more roads in the near future, this will be discussed once a date is set for the goal meeting. Also working with City Attorney on offering liquor licenses, city should support restaurants and bars. There is a difference between video gaming and gaming dens.
4. City Administrator’s Report- report included, ask what to do with funds from donations for Drives Building. Ald. Mask asked to send the donated funds back to people along with a letter from the group. Should be able to complete this task in the next couple months. Ald. VanZuiden said the account needs to be taken care of before the next audit, should have plenty of time to get completed.
5. Alderman Reports- Ald. VanZuiden has received phone calls from citizens in his ward concerned about the deer population in town. Could the town do a special hunt, bow and arrow only, can the deer be processed, could it be donated to the food pantry, etc. Suggested talking with land owners of cornfields in north end of town, personally makes Ald. VanZuiden nervous.
6. Public Works- report included, the bike path bridge is close to being completed, needs to be paved and a railing installed. White lines have been painted in certain areas of town.
7. Police Chief- report included unless the council has any questions, been busy with SRO, union, part time officers and canine officer.
8. Tourism Coordinator- Wanted to apologize to the Mayor for what was said at the last meeting. Went to a Black Hawk Waterways meeting learned tourism is the 7th largest employer, 1.14 M tourists in the state of IL in 2017. More people are looking to visit small communities rather than large cities. Fall fest went well, last group for the year will be visiting 10/12 and already have groups looking to come next year. David James is looking to have a Rib Fest possibly this fall, will inform with more details later.
9. Adjourn- Ald. Mask motioned, seconded by Ald. King to exit the Committee of the Whole meeting. Roll call vote (8 yes). The council returned to the regular council meeting at 6:38 pm.
