City of Dixon Airport Advisory Board met October 9.

Here is the minutes as provided by the board:

                                               Call to Order


The meeting was called to order at 5:05 pm by President Dan Ruckman.

                                                 Roll Call

Present: Mark Appelquist - Dave Flenner – Dick Meggers - Dan Ruckman

Board Members Absent: - Brian Brown

Others Present: Airport Manager - Jim Canterbury, Dixon Pubic Works - Matt Heckman Mick Dowell of M & M Aviation via video conferee call

                                         Approval of Minutes

MOTION by Meggers to approve the minutes with 1- Correction {Airport Status Line 1. THanger Correct printed Three to Two matching the numeral (2)} of the Airport Advisory Board Meeting of TUESDAY –AUGUST 14, 2018. Seconded by Appelquist. 

Voting Yea: 4 - Voting Nay: None. Absent 1

Motion carried.

                              Airport Status Report: Jim Canterbury

1) T-Hanger – NO CHANGE = Two (2) Vacant Hangers. One (1) in “B” and “E4”

2) AWOS –Presently functioning correctly but has locked up some and have to power down CPU to reset at times when it locks-up. Have seen the Ceilings and Visibility incorrect some mornings. Possible interference with lens Jim has been unable to find issue or be at unit when reporting in error.

3) RUNWAY 8/26 Light PROJECT – Has heard they hope to start in a couple weeks, but no date was given, the airport will loose both runways for no more than 72 hours maybe less during light change over.

Jim questioned if the runway signs are part of this Lighting project. Discussion with Dowell lead us to believe the signs are NOT included in this project. Follow up with engineering will need to be done to see when we may be able to work this into a lighting project maybe not until Runway 12/30.

4) Runway End Identifier Lights (REIL) – Canterbury was unable to turn them on using Hand Held radio. Discovered grounding problem. Canterbury and Dowell believe the North one may still be acting up intermittently.

5) Windsock – Canterbury reports Wind sock needs replaced. Appelquist reported the light inside the sock is not working.

6) Ramp Lighting – NO CHANGE = Lights repaired at Breneman Aircraft Hanger. The EAST LIGHT is not working, and Engle Electric will be notified of problem.

7) IDOT Airport inspection – Canterbury discusses FAA 5010 Inspection report dated 08/14/2018

      a) (1) Runway 8/26 direction sign IDOT reports sign is at 36 feet. Sign needs to be 44 feet or have Break Away Flange fittings.

       b) (2) Lighted Runway 26 sign on Cinder Blocks needs repaired using Break Away Flange fittings. Canterbury believes that is possibly within the scope of the lighting project. Fittings were ordered when prepping for RV planes in July. Will see if signs are within the Runway Lighting project updates.

      c) 15 TREES are needing attention for approach. Dowell adds that when he spoke with Aaron (CMT Field Engineer) that our current issues with obstruction are good with the FAA. However, those trees are identified on the CMT report for being Potential problems that will need attention in future.

      d) Crops were noted within East Approach to Run way 23 and Runway 30. Farm plat needs to be done prior to next season to ensure crops are not cultivated in these parts.

8) Road Paving – NO CHANGE = Canterbury reports the secondary drive west of primary drive was prepared for paving. This will be completed with HMA (hot mix asphalt) this year.

                                                 October TIPS Meeting

Ruckmam, Flenner, with Heckman meet with Aaron our Field Engineer (CMT) to update TIPs program project priorities and to discuss any thing we may want to ask for guidance on at the Springfield meeting scheduled for Tuesday Oct. 16 at 3:00 pm.

Dicussed who was able to attend – Heckman will drive Canterbury, Flenner and Meggers leaving from Airport. Ruckman and Appelquist were not able to attend and Brown was not present to speak for himself.

                                                   Scholarship Fund

Ruckman and Dowel, spoke with Lori at Sauk Valley College about the scholarship idea. They have prepared an outline for this scholarship and hope to have this in print and in people’s hands soon, so we can quickly work on donation to lock in at least $5,000 of the possible $10,000 matching money from Donor. Dowell suggest a committee should work out the details. Scholarship Committee will be Dowell, Appelquist, Ruckman and Heckman.

                                       Local Airport Goals & Local Maintenance

Appelquist suggest we use the outline presented by himself and Dowell be checked and possibly expanded. The donated $6,000 that was given to airport for improvements needs to be attached to something possibly improving the terminal. This may be redecorating by updating furniture, the paneling on walls or possibly update the restrooms including handicapped accessibility.

Heckman suggested having city carpenter and plumber look at restrooms and get a idea of what would need to be done to make larger entrance doors and open rooms up for wheelchair accessibility. This possibly would mean just two unisex restrooms with locks on doors. Discussion went on about several issues at the airport including hanger doors, maintenance hanger with poor electrical wiring, marquee sign not lighting,

Heckman wants to merge the two lists and then outside of board meeting we can add and prioritize items that need serviced.

Closing Comments: Ruckman would like to see about a water softener to treat water for airplane wash purposes.
