City of Fulton Committee of the Whole met Oct. 22.

Here is the minutes provided by the committee:

1. Public Input & Presentations

a. Goal Setting Workshop- Meeting to be held on October 29, 2018 at 6 PM.

b. Fulton Lodging LLC- Accepted offer to close out loan, will be paid and closed on December 1st, 2018. It is a blessing to have hotel in town.

c. 505 9th Avenue Property Acceptance- This is a foreclosed property from Wells Fargo, house needs to be torn down. They are willing to give it to the city, estimate to get house torn down is $6,000 to $12,000. Ald. Nederhoff asked if there are any liabilities with accepting the property. Attorney Shirk asked if any real estate taxes are owed on the property, ask Wells Fargo to pay anything owed.

d. City to become an Internet Service Provider- Researching the idea, talked with someone from Rock Falls as they have been an ISP for 4 years. They have no contracts, equipment or fees and charge $75 for 250 mg. This could attract more people to our town.

e. K9 Vehicle Loan- The loan has been paid off now that we have received the grant from Timken. Will be doing a fundraiser in a couple weeks and selling shirts.

f. Liquor Licenses and Restaurants- Look at offering a new class of licenses just for restaurants. Looking to put this on the next agenda for approval. There are a lot of variables to take into consideration, trying to avoid any more gaming dens. If restaurants wanted to switch licenses can reduce the number available in another category.

2. Committee Chair Reports

a. Budget Committee- N/A

b. Public Property Committee- N/A

c. Public Safety- N/A

d. Parks and Recreation-Ald. Mask is still working with Marge Bielema however north side of building needs a lot of repair so mural is on hold for the moment.

e. Marina- N/A

f. Zoning- N/A

g. Economic Development- N/A

3. Mayor’s Report- Ask alderman to look at their own wards to what can be done in town. What are top priorities for roads, water, etc.?

4. City Administrator Report- Included

5. Aldermen Reports- Ald. Mask is interested in community involvement from prisoners. Send out prisoners to help when needed, every inmate has a job.

6. Public Works Director- Bike path bridge and gap to be completed tomorrow.

7. Police Chief- N/A

8. Tourism Coordinator- Discussion of Christmas Walk to occur December 7, 2018. There will be a lighted race coordinated by Jean Radar, soup supper to happen in kitchen at KT3 and include businesses by decorating. Also Heritage Canyon Christmas to occur December 1, 2018.

9. Adjourn- Ald. Mask motioned, seconded by Ald. VanKampen to adjourn back to regular council meeting. Roll call vote (6 yes, 2 absent). The council returned to regular council meeting at 6:15 PM.
