City of Fulton City Council met Oct. 22.

Here is the minutes provided by the council:

Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Mayor Ottens, Ald. Mike VanZuiden, Gene Field, Dan Nederhoff, Sue VanKampen, Barb Mask and Paul Banker. Keith King and Margaret Crosthwaite were absent. Also in attendance Randy Boonstra, Tammy Garibay, Dave Bartels, Dan Clark, Debi Ervin, Dale Sikkema, Amanda Fosdick, Rich Kummerer and Bill Shirk.

Pledge of allegiance was recited; invocation was given by Wayne Wiersema.

Visitors at the meeting included; Chuck Dykstra, Tabitha Larson, Phil Ottens, Jane Luker, Kris Schmidt, Keith Holesinger, Jackie Wilkin, Daniel Nardini and John Rohlf.

Mayor Ottens asked if there are any questions on the consent agenda; approve meeting minutes from October 8, 2018 and approve the treasurer’s report. Ald. VanZuiden motioned, seconded by Ald. VanKampen to approve meeting minutes from October 8, 2018 and treasurer’s report. Roll call vote (6 yes, 2 absent).

Ald. Mask why the treasurer’s report has been shortened? Treasurer Fosdick has condensed the material to make easier to read, if need be will add graphs back into report.

Business

Approve memorandum of understanding between the City of Fulton and H&T LLC to conduct study. Ald. VanZuiden motioned, seconded by Ald. Mask to approve conducting study for City of Fulton and H&T LLC. Roll call vote (6 yes, 2 absent). The study will be for the property at 12 Avenue and 14th Street, just north of the preschool.

Approve Ordinance from Zoning Board of Appeals for 8-foot fence variance at the corner of 4th Street and 12th Avenue. Ald. Mask motioned, seconded by Ald. VanKampen to approve 8-foot variance for Phil and Wendy Ottens at the corner of 4th Street and 12th Avenue. Chairman Kummerer reported variance request as a unanimous vote, Ottens could put up a 6-foot fence with no variance.

Approve sending Officer Neblung to Police Firearms Instructor Training Class. Ald. Field motioned, seconded by Ald. Mask to send Officer Neblung to Police Firearms Instructor Class. Roll call vote (6 yes, 2 absent).

Approve sending Officer Hamilton to K9 Training Clinic. This will help improve tracking people which is by a national known trainer. Ald. Field motioned, seconded by Ald. VanZuiden to approve sending Officer Hamilton and Woz to the K9 Tracking Clinic. Roll call vote (6 yes, 2 absent).

Ald. Nederhoff motioned, seconded by Ald. VanZuiden to adjourn to the Committee of the Whole. Roll call vote (6 yes, 2 absent). The council entered the Committee of the Whole at 5:42 PM.

Ald. Mask motioned, seconded by Ald. VanZuiden to enter closed session to discuss personnel and sale of real estate property. Roll call vote (6 yes, 2 absent). The council entered closed session at 6:16 PM.

Ald. VanZuiden motioned, seconded by Ald. Mask to exit closed session. Roll call vote (6 yes, 2 absent). The council exited closed session at 6:28 PM.

With no further discussion Ald. VanKampen motioned, seconded by Ald. Mask to adjourn. With voice agreement the council adjourned at 6:29 PM.
