City of East Dubuque City Council met Nov. 5.
Here is the minutes provided by the council:
1. 18-1101Call to Order – Acting Mayor Robey: Alderman Arling, Alderman Degenhardt,
Alderman Digman, Alderman Robey, Alderman Vanostrand.
2. 18-1102Speakers from the Floor
Kyle Cox of St. Mary’s School: Met with City council last year regarding semi trucks unloading by the parking lot as well as in the parking lot. Things have regressed back to the way they were when initially came to the council. There have been trucks in there at the same time children are at recess and fears that a child will be endangered. Asking for the City’s assistance to contact Runde Chevrolet. Possibly raising the fines or no truck signs to make this a criminal offense. Could this be included on the agenda for follow-up? You can come as a speaker from the floor but this would not be an agenda item.
Patrick Winders: Port project updates. Met with the Army Corps of Engineers. They are going to do some research regarding the community center. They offered to have a point of contact available for anything moving forward. They are looking at some of the land to be preserved. Are going to be updating their master plan next year as this fiscal year for them has ended in October. Everything went through for the enterprise zone which includes the building materials. Will be giving a presentation in Hanover for the Economic Development Group. On November 15th.
Mayor Interim Robey: The master plan will be coming out in November

3. 18-1103Discussion and Possible Action to Approve Appointment, Alderman Ward III to Fill Unexpired Term Due to Vacancy in the Position for the Remaining 6 Month Term and Swear in New Alderman / Acting Mayor Robey
Robey: There were 4 individuals that expressed interest: Lisa Barklow, Hayley Taylor, Larry Havner and Mike Meyers. Due to holding a liquor license, Mike Meyers cannot legally be appointed to office.
Arling: Would like to see this tabled.
Motion made by Alderman Vanostrand to appoint Larry Havner, seconded by Alderman Vanostrand, 3 ayes (Degenhardt, Robey & Vanostrand), 2 nays (Arling & Digman) motion carries.
City Attorney Terry Kurt swore in Mr. Larry Haavner as Alderman Ward III.
4. 18-1104Swearing in of New Police Officers, Cody Lange and Gage Lettman / Acting Mayor Robey, Police Chief O’Connell
City Attorney Terry Kurt swore in new police officers Cody Lange and Gage Lettman.
5. 18-1105Discussion and Possible Action to Budget for Replacement Safety Equipment for the East Dubuque Police Department / Acting Mayor Robey, Officer Luke Kovacic
One of the new officers just competed gun school and his instructor emailed the chief and has concerns with size of the firearm used through the department. Would like to see him with a smaller firearm. Local business 3-Nails Gunsmithing gave a quote that also beat direct from Glock. Along with the new firearm, there are additional supplies that will have to be replaced now. Would like to also get all of the officers qualified. Recommend to get all new guns and go with 3 Nails Gunsmithing for $1,330.00

6. 18-1106Discussion and Presentation Advisory Task Force, East Dubuque School District / Acting Mayor Robey, Dan Dalberg
Dan Dalberg: The school board is looking to put together a Task Force Committee. Would like to see the Alderman attend some of these meetings for input. Will meet at the district office at the elementary square gym November 15th.

Alderman Digman: Have we heard anything further about the LED lighting? No. Any progress with Weber? Looking at next Spring
Vanostrand: Anything we can do with debris at the boat dock? Yes, will be pulling the dock soon.
Alderman Degenhardt: Have we heard anything further on the blacktop situation on Hill Street? Yes, the rain has delayed progress. Will have to see as the will stop blacktop production at the end of November.
