City of Fulton City Council met Dec. 10.
Here is the minutes provided by the council:
Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Mayor Ottens, Ald. Mike VanZuiden, Gene Field, Margaret Crosthwaite, Dan Nederhoff, Barb Mask, Paul Banker and Sue VanKampen. Keith King was absent. Also in attendance Randy Boonstra, Debi Ervin, Dave Bartels, Dan Clark, Tammy Garibay and Bill Shirk.
Pledge of allegiance was recited; invocation was given by Randy Boonstra.
Visitors at the meeting included; Phil & Wendy Ottens, Erin Cole, Daniel Nardini, Ronald Coplan, Neil Luker, Evelyn Medenblik, Jan Olson, Chuck Dykstra, Anthony Corelis, Jill Nederhoff, John Rohlf and Zach Ratcliff. Wendy Ottens presented the council with a letter she submitted to the editor of the paper, she wanted to make sure everyone received a copy of it. The letter is about the Drives Building.
Mayor Ottens asked if there are any questions on the consent agenda; approve meeting minutes from November 26, 2018 and approve the bill list. Ald. VanZuiden motioned, seconded by Ald. Nederhoff to approve the consent agenda. Roll call vote (7 yes, 1 absent).
Business
Approve ordinance to revise our policy on sexual harassment. The policy was passed last meeting, adopting ordinance. Ald. Mask motioned, seconded by Ald. VanKampen to approve ordinance to revise policy on sexual harassment. Roll call vote (7 yes, 1 absent).
Approve ordinance accepting donation of property at 505 9th Ave from Wells Fargo. The closing of the property will happen on Wednesday. Ald. Mask motioned, seconded by Ald. VanKampen to approve ordinance accepting donation of property at 505 9th Ave from Wells Fargo. Roll call vote (7 yes, 1 absent).
Approve the use of funds from Fund 65 to buyout the balance of the revolving loan fund loan to Danielson Properties of $11,804.72. Ald. Crosthwaite motioned, seconded by Ald. VanKampen to approve funds from Fund 65 to buyout balance of revolving loan to Danielson Properties in the amount of $11,804.72. Roll call vote (7 yes, 1 absent).
Approve ordinance for the 2018 Tax Levy at a 4.81% increase. Ald. Mask motioned, seconded by Ald. VanZuiden to approve 2018 tax levy increase to 4.81%. Roll call vote (7 yes, 1 absent).
Approve ordinance to abate the 2012A and 2012B bond tax levies for the 2018 taxes and abate the 2012C bond tax levies for 2018 taxes. Ald. VanZuiden motioned, seconded by Ald. Crosthwaite to approve the ordinance to abate the 2012A, 2012B and 2012C bond tax levies for 2018 taxes. Roll call vote (7 yes, 1 absent).
Approve purchase of playground equipment for the Wooden Park/Klooster Memorial Park from Play and Park. Ald. VanZuiden motioned, seconded by Ald. Field to purchase playground equipment from Park and Play for Wooden Park/Klooster Memorial Park. Roll call vote (7 yes, 1 absent).
Approve annual Christmas Bonus to city employees; full time employees $200 and part time employees $100. Ald. Field motioned, seconded by Ald. Mask to approve the annual Christmas bonus for city employees. Roll call vote (7 yes, 1 absent).
Approve ordinance amending the number of Class A liquor licenses from 6 to 5. Ald. Mask motioned, seconded by Ald. VanZuiden to approve amending the number of Class A liquor licenses from 6 to 5. Roll call vote (7 yes, 1 absent).
Ald. Mask motioned, seconded by Ald. Crosthwaite to adjourn to the Committee of the Whole. Roll call vote (7 yes, 1 absent). The council entered the Committee of the Whole at 5:42 PM.
Ald. VanZuiden motioned, seconded by Ald. Crosthwaite to enter closed session to discuss litigation. Roll call vote (7 yes, 1 absent). The council entered closed session at 6:25 PM.
Ald. Mask motioned, seconded by Ald. Field to exit closed session. Roll call vote (7 yes, 1 absent). The council exited closed session at 6:51 PM.
With no further discussion Ald. VanZuiden motioned, seconded by Ald. Field to adjourn. With voice agreement the council adjourned at 6:51 PM.
