City of Dixon City Council met December 3. 

Here is the minutes as provided by the council:

Call to Order


The meeting was called to order by Mayor Arellano at 5:32pm.

Roll Call

Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano answered Roll Call. The Pledge of Allegiance was cited, invocation was given by Pastor Mike Worrell from the Lincoln Avenue Church of God.

                                                       Work Session

Stacey Colledge President/CEO of Dixon Chamber of Commerce Main Street gave a year to date update on the Chamber, market analysis survey, and future plans. Discussion ensued on the topics.

                                                  Approval of Minutes

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, November 19, 2018, be accepted and placed on file. Seconded by Councilman Marx. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                  Approval of Total Labor and Outside Claims

Councilman Marx moved that the total labor and outside claims in the amount of $1,323,196.32 be approved and ordered paid. Seconded by Councilman Marshall. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                 Approval of Year-To-Date Financial Summary

Councilman Considine moved that the year-to-date Financial Summary through October 2018 be accepted. Seconded by Councilman Venier. Mayor noted to keep an eye on the utilities, waste water and water funds till next year. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                                   Department Reports

                                                   City Manager Report

City Manager Langloss welcomed the new Code Enforcement Officer, Joe Bay to the team. He praised the street/properties departments on the snow removal from the big storm. Shop with a Cop is this Saturday, City Hall remodel is on track, Special Council Meeting on Thursday, December 13th to discuss Public Safety Pensions, and spoke about solicitor complaints.

                                                       Council Reports

Mayor Arellano – spoke about solicitors: complaints, legal parameters, timeframes, identification, and signs. He also spoke about education on water bills; Illinois’ 200th Birthday is today; Christmas Walk is December 7th; Christmas Concert December 8th;; and Ladies Night Out December 14th; Shop Small response; praised the plow team; a CEO program will be coming to Dixon; and a legislative bill on prevailing wage for unions.

Councilman Considine – None.

Councilman Marshall – praised the great job on the streets; CEO program.

Councilman Marx – None.

Councilman Venier – asked about the animal ordinance property, it is currently up to code.

            ORDINANCE #3119 – LEVY AND ASSESSMENT OF TAXES FOR THE

                CITY OF DIXON, LEE COUNTY, ILLINOIS FOR THE FISCAL YEAR

                                 MAY 1, 2018 AND ENDING APRIL 30, 2019

Councilman Venier moved to approve the tax levy and assessment of taxes for the fiscal year beginning May 1, 2018 and ending April 30, 2019. Seconded by Councilman Considine. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

         RES# 2646-18 – TEMPORARY CLOSURE OF PORTIONS OF ILLINOIS ROUTE 2

            IN CONNECTION WITH THE DIXON FAMILY YMCA SHAMROCK SHUFFLE

Mayor Arellano made note that they are preparing a closure of the bean blossom parking lot for this event. Councilman Marshall moved to approve the Resolution for the temporary road closure of Illinois Route 2 in connection with the Dixon Family YMCA Shamrock Shuffle. Seconded by Councilman Marx. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                              Executive Session

Councilman Marx moved that the Regular Council Meeting of December 3, 2018 meet in Executive Session to discuss to the purchase of real property by the City pursuant to Section 2(c)(5) of the Illinois Open Meetings Act; and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Marshall. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                             Reconvene Meeting

Councilman Venier moved that the Regular Council Meeting of Monday, December 3, 2018 reconvene into Open Session. Seconded by Councilman Marshall. Voting Yea: Councilman Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

                                            Additional Comments

Mayor Arellano stated he is working with former Senator Bivins on a grant for the Public Works with respect to Depot Avenue and College to the City Limits.

                                                 Adjournment

Councilman Marshall moved that the Regular Council Meeting of Monday, December 3, 2018, be adjourned to meet in Regular Session on Monday, December 17, 2018 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Marx. Voting Yea: Marx, Venier, Considine, Marshall, and Mayor Arellano. Motion Carried.

The meeting adjourned at 7:41pm.
