1. Consideration of a recommendation to approve a Resolution to Approve the Purchase of a Used Tractor Backhoe from the Highway Capital Investment Fund to be paid from line item 059-46174-810 (Recommended by the Public Works Committee, meeting of February 25, 2019).

2. Consideration of a recommendation to approve a Resolution Reappointing the Incumbent County Engineer contingent on the IDOT approval with the salary to be discussed later (Recommended by the Public Works Committee, meeting of February 25, 2019).

3. Consideration of a recommendation to approve the 2019 Township Motor Fuel Tax (MFT) Maintenance Bids as indicated to be paid from line item 021-43146-601 (Public Works Committee will hold a special meeting on Tuesday, March 12, 2019 at 6:30 p.m. for a possible recommendation).

Consideration of a recommendation to approve Change Order #1 in the amount of $22,443.27 from ComElec Services for the foundation of the EMA Radio Communication Tower Project in Hanover, IL, contingent that the Jo Daviess County ETSB will assist in funding one-third of the project (Recommended by the Law Enforcement & Courts Committee, meeting of February 19, 2019).

Planning Commission/Zoning Board of Appeals

1. Consideration of a recommendation to approve an amended Special Use Permit for a portion of the property (10.5 acres) to be used as a wedding venue and to host receptions and gatherings for Oak Hill Weddings, 8048 Gabel Lane, Apple River (Recommended by the Planning Commission/Zoning Board of Appeals, meeting of February 27, 2019).

Legislative Executive

1. Consideration of a recommendation to amend the Jo Daviess County Performance Management Performance Evaluations/Employee Merit Pay Policy (Recommended by the Personnel Review Committee, meeting of March 4, 2019 and the Executive Committee, meeting of March 5, 2019).

2. Consideration of a recommendation to move forward to the County Board for further discussion and possible action on an intergovernmental agreement with other Counties in the Blackhawk Hills Regional Council to share expenses to retain a lobbyist to assist member Counties with representation of capital projects for inclusion in the State of Illinois Capital Bill (Recommended by the Executive Committee, meeting of March 5, 2019).

3. Consideration of a recommendation to create Special Service Area Commissions for each Special Service Area to manage a particular Special Service Area (Recommended by the Executive Committee, meeting of March 5, 2019).

Information & Communications Technology Finance, Tax & Budgets

1. Consideration of approval of the following FY2018 over budget request(s) and associated claim in the amount of $3,599.75.

a. Claim from Galena Clinic in the amount of $3,599.75 to be paid from Safety Building budget line item 001-21100 Professional Services in the amount of $3,599.75, over budget by $3,599.75 (received invoice for FY2018 in February (FY2019) for inmate medical care).

2. If the claim(s) in item 1 are approved, the total claims paid for March, 2019 will be $746,027.23.

3. The balance for the Contingency Fund as of 01/31/19 is $316,033.01

4. Consideration of a recommendation that per past practice the County Treasurer provide financial information to Greater Galena Marketing Inc. (GGMI) in PDF format

(Recommended by the Finance, Tax & Budgets Committee, meeting of February 28, 2019).
