City of Byron Administrative Committee met Feb. 6.

MEMBERS PRESENT: Chairman Alderman Christy Hanlin, Alderman Todd Isaacs, Alderman Dan Reilly
MEMBERS ABSENT: None
OTHERS PRESENT: City Attorney Kim Krahenbuhl, Jerry Funk (WIPFLI) Alderman Christy Hanlin called the meeting to order at 5:15 pm.
1. PUBLIC COMMENT – None
2. APPROVAL OF MINUTES January 2, 2019: Alderman Hanlin motioned to approve the Administrative Committee meeting minutes of January 2, 2019, seconded by Alderman Isaacs. Motion passed.
3. CREEKSIDE SENIOR GARBAGE RATE REBATE – Alderman Hanlin reminded the committee of last month’s discussion regarding the “Request for Reimbursement” form for senior Creekside residents. This would allow senior residents of Creekside the opportunity to fill out a form and return to City Hall to receive a reimbursement equal to the amount of the senior garbage rate discount of individual homeowners. Alderman Hanlin motioned to make a recommendation to Council for approval. Alderman Reilly seconded. Motion passed.
4. MUNICIPAL AUDIT REVIEW – Jerry Funk from WIPFLI attended the meeting and gave a brief overview of their Audit Report.
Mr. Funk discussed the City’s Financial Statements found on pages 3-12 in the Auditor’s Report. He explained how it was their job to give an opinion of the City’s financial statements and the people performing the day to day operation of those funds. This will help for future bonding for city projects.
Jerry stated that the audit was a “clean audit”, meaning the only two concerns listed in the Audit were the fact that more people are not checking the money and financial statements within the city. He did comment that this is always the case in a municipality of our size, since we do not employ as many people as larger cities. The second concern is the occasional instance where we cut a check to pay a bill, but hold the funds on a temporary basis. The question arises if that money is still technically city funds, or is it a paid line item. Again,
Mr. Funk stated this is not questionable spending, just knowing how to list the funds properly.
Mr. Funk pointed out that additional notes and explanations for pages 3-12 could be found on pages 32-39 of the audit. He asked if the committee wanted him to present this information to Council but the committee felt they had enough information to convey to council members.
Larry Hewitt joined the meeting at 5:45pm.
5. REVIEW / APPROVAL OF BROOKE ANDERSON TIF APPLICATION – Director Hewitt gave an update on the K. Paige building. He has received complaints about the sidewalks being closed due to the scaffolding in place to paint the front of the K. Paige building. The painting began because of the unseasonably warm weather in late December and early January, however, the paint they are using needs to be applied in temperatures of 28 degrees or higher, and the weather turned much colder after the first coat was applied. The owner has removed the scaffolding and will continue painting when weather permits.
The Committee reviewed the TIF Application. The owner is requesting $17,922 for the following: $3250.00 for an awning, $7725.00 for façade painting, and $6,947.00 for a fireplace. The fireplace cost is not eligible for TIF funding, however, Alderman Hanlin motioned to recommend to council to reimburse the owner 75% of the $10,975 of eligible costs for façade improvements. The payment will be made in one lump sum after all receipts have been submitted. Alderman Isaacs questioned whether Council approval was needed, and Attorney Krahenbuhl and Director Hewitt both stated no, according to the TIF rules. Second by Alderman Reilly. Motion passed.
