City of Morrison City Council met June 10.

Here is the minutes as provided by the council:

          The Morrison City Council met in Regular Session on June 10, 2019 at 7:00 p.m. in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Everett Pannier called the meeting to order. City Clerk Melanie Schroeder recorded the minutes. 


          Aldermen present on roll call were: Ken Mahaffey, Harvey Zuidema, Mick Welding, Vern Tervelt, Kevin Bruckner Jr., Arlyn Deets and Dale Eizenga. Alderman Josh West was absent.

          Mayor Pannier will allow the public to comment later in the meeting.

          Alderman Welding moved to approve the May 28, 2019 Regular Session Minutes; Bills Payable, Defer “Muur Addition” within 1 ½ mile of City Limits to Whiteside County; Defer “Stralow Addition” within 1 ½ mile of City Limits to Whiteside County; One-day Special & Limited Use Permit Liquor License – Happy Joe’s/BBP; Resolution #19-09 – Authorizing Reward of Found Property; and Refer Special Use Permit to Planning/Zoning – Crossroad Community Church, seconded by Alderman Mahaffey. On a roll call vote of 7 ayes (Bruckner, Deets, Eizenga, Mahaffey, Zuidema, Welding, Tervelt) and 0 nays, the motion carried.

           Items for Consideration & Possible Action:

1) Alderman Zuidema moved to approve Resolution #19-08 – Authorizing Grant of Access Easement to Betty McDonnell for Recreational and Agricultural Purposes, seconded by Alderman Eizenga. On a roll call vote of 7 ayes (Zuidema, Welding, Tervelt, Bruckner, Deets, Eizenga, Mahaffey) and 0 nays, the motion carried.

2) Mayor Pannier permitted public comment before discussion regarding 301 & 303 W Lincolnway. Mayor Pannier recommended amendments to the proposed Ordinance (Section 3C – defining “Long Term as 60-days” and eliminating Section 3G – regarding lot pavement). Following discussion, Alderman Welding moved to approve Ordinance #19-08 – Amending the Zoning Map to Reclassify Property at 301 & 303 W Lincolnway to C-1 Commercial District with Special Use, seconded by Alderman Bruckner. On a roll call vote of 2 ayes (Welding, Bruckner) and 5 nays (Deets, Eizenga, Mahaffey, Zuidema, Tervelt), motion was defeated.

          Being no further business, Alderman Zuidema moved to adjourn the meeting, seconded by Alderman Eizenga. On a voice vote, the motion carried.

          Meeting adjourned at 7:37 p.m.
