CALL TO ORDER
The meeting was called to order by Mayor Arellano at.
ROLL CALL
Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano answered Roll Call. The Pledge of Allegiance was cited, invocation was given by Reverend Frank Berman, retired clergy at Heritage Square Chapel.

RES#2683-19 – APPOINTMENT OF CHRISTOPHER BISHOP TO THE DIXON CITY PLAN COMMISSION
Mayor Arellano spoke about the appointment. Councilman Marshall moved to appoint Christopher Bishop to the Plan Commission for a term to commence July 1, 2019 and to end August 31, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.

APPROVAL OF MINUTES
Councilman Oros moved that the minutes of the Regular and Executive Session Council Meeting of Monday, June 17, 2019; be accepted and placed on file. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Considine moved that the Total Labor & Outside Claims in the amount of $1,782,050.71 be approved and ordered paid. Seconded by Councilman Venier. Councilman Venier thanked the Finance Director for all the answers she provided for his questions prior to the meeting. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.

CITY MANAGER REPORT
City Manager Langloss mentioned the Water Wonderland Splash Pad Grand Opening will be this Saturday at noon with some presentations. They are looking for community volunteers tomorrow at 9:00am laying sod. Next meeting Attorney LeSage will provide information on legalization of cannabis to prepare us on moving forward.
COUNCIL REPORTS
Mayor Arellano – Brought up a discussion regarding a special event permit application that was turned into the City. Discussion ensued. Council census was that it is an acceptable request as long as the band hours are from 5-8 and has approval from the neighbors. He mentioned that he is still looking for a Library Board Member; cities will no longer need to vote on prevailing wage each year; Chamber Mainstreet had a discussion with him regarding signage and he requested that they speak with Councilmen Venier and Marshall as they have been working on this project; the Peoria Avenue Grant was extended; German Delegation Sister City will be here October 21- 30 he requested one of the Councilman be here to greet them since he will be deployed at that time; Russian Ambassador to the US started up a conversation with the Sister Cities; While he is away, as per the Presiding Officer Rules each meeting the Council will vote on who will be the Presiding Officer for that meeting; he has looked into telecommunications more, things such as skype or a similar program for future meetings.
Councilman Considine – encouraged everyone to enjoy the Petunia Festival and supports the efforts of the workers; we have a great City, the Public Works employees sent three people down to help his neighbor clean up storm damage in his yard; Have a Great Holiday.
Councilman Marshall – None.
Councilman Oros – Would also like to thank the City employees: her son had a medical situation happen at a local retail business and our First Responders were amazing taking care of her son and daughter. We are blessed with our Officers and EMTs. She will be doing a presentation on July 11th on conflict resolution at the Bright Beginnings 4th Graders Summer Program.
Councilman Venier – Thankful for the City Workers and what they have done this past week to get ready for the Petunia Festival to make it welcoming and safe. Our city got a small celebration together for our new local hero Isaiah Roby. Timber Creek-progress is being made, but there is no timeframe yet; Theatre Board is making progress, exciting things coming up; Asked how we are doing with a policy at the gazebo at the Riverfront? There was another bad event that happened last week, what can we do? Could we make it a no smoking area?

ORD #3148 – AUTHORIZING SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON (2006 FORD EXPEDITION)
Councilman Oros moved to approve the City Manager to sell the 2006 Ford Expedition via internet auction service. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
ORD# 3149 – AMENDING THE DIXON CITY CODE TITLE 5, CHAPTER 4 (TOBACCO REGULATIONS)
Councilman Considine moved to approve the amendment to the Dixon City Code Title 5, Chapter 5 – Tobacco Regulations. Seconded by Councilman Venier. Attorney LeSage gave background on the ordinance and discussion ensued. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
RES #2684-19 – APPOINTMENT OF THOMAS WHITCOMBE AS AN ALTERNATE MEMBER TO THE DIXON CITY PLAN COMMISSION
Mayor Arellano explained the request for this appointment and the next appointment on the agenda. Councilman Marshall made a motion to appoint Thomas Whitcombe as an Alternate Member to the Plan Commission for a term to commence July 1, 2019 and to end August 31, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
RES #2685-19 – APPOINTMENT OF THOMAS WITHCOMBE TO THE ZONING BOARD OF APPEALS
Councilman Oros moved to appoint Thomas Whitcombe to the Zoning Board of Appeals for a term to commence July 1, 2019 and to end June 31, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
REFER PETITION FOR REZONING OF 114 EAST EVERETT TO THE PLAN COMMISSION
Councilman Considine made a motion to refer the petition to the Plan Commission of 114 E. Everett Street. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
REFER PETITION FOR REZONING OF 100 BLOCK OF EAST EVERETT STREET TO THE PLAN COMMISSION
Councilman Venier made a motion to refer the petition to the Plan Commission. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
EXECUTIVE SESSION
Councilman Marshall moved that the Regular Council Meeting of Monday, July 1 2019, meet in Executive Session to discuss purchase or sale of real property by the City pursuant to Section 2(c)(5) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Motion Carried.
