City of Dixon City Council met May 20.

CALL TO ORDER
The meeting was called to order by Mayor Arellano at 5:30pm.
ROLL CALL
Councilman Marshall, Oros, Venier, Considine and Mayor Arellano answered Roll Call. The Pledge of Allegiance was cited, invocation was given by Reverend Vincent Marrandino.
RECOGNITIONS
Councilman Venier has brought to the Council Meeting several Dixon High School Athletes for special recognition throughout their community. Each coach gave information on their team/individuals. Recognitions were given to: Football – State Playoffs Qualifiers; Boys Basketball – IHSA Regional Champions; Wrestling – IHSA Regional Champions; Bryce Christensen – Individual Wrestling State Qualifier; Hunter Pate – Individual Wrestling State Qualifier (6th Place). Time was given for pictures for each recognition. The attendees were given the opportunity to excuse themselves from the meeting.

APPROVAL OF MINUTES
Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, May 6, 2019; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the total labor and outside claims in the amount of $1,109,892.12 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
DEPARTMENT REPORTS
None
CITY MANAGER REPORT
City Manager Langloss stated that the large bill run has payments in it for the EPA, and personal property and work compensation insurance included. Still working on the Splash Pad fundraiser. Contract negotiations are going well.
COUNCIL REPORTS
Mayor Arellano – Proclaimed May 19-25, 2019 National Public Works Week. A Town Hall Meeting is set to be on Tuesday, May 28, 2019, a press release will be sent out regarding details. It is event season on the river front; yoga & city market. He has been approached regarding the arch and arch maintenance, he may be reforming the arch committee. Memorial Day Parade, the Council is invited to participate. Talked about the $100,000 Grant for College Ave. He will be meeting with the Public Works Director regarding the streets concepts an ideas.
Councilman Considine – Welcomed Mrs. Oros to the Council, since he was unable to attend her meeting. He will be getting with the Mayor on some public works information he has been given. Thanked Venier for his work on the recognition of the young people in our community.
Councilman Marshall – June 4th he and Seth Nicklaus, Park District, will be attending the 8th grade classes at Reagan Middle School to talk about recreational activities through the summer and winter.
Councilman Oros – Thanked Venier for bringing the students to the meeting to recognize their hard work and dedication.
Councilman Venier – Dixon Historic Theatre group named their President, Tim Boles and they are now tax free status. He is on the hiring committee for the Dixon Chamber of Commerce Main Street for their new Director, interviews will be held Wednesday.

ORD# 3141 – AMENDING LIQUOR CODE IN CONNECTION WITH THE PETUNIA FESTIVAL
Councilman Considine moved to approve the ordinance amending the Liquor Code in connection with the Petunia Fest 2019. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
ORD# 3142 – ADOPTING EXPENSE REIMBURSEMENT POLICY
Attorney LeSage explained the Ordinance policy officially mandated by the State of Illinois. Discussion ensued. Councilman Oros moved approve the ordinance adopting Expense Reimbursement Policy. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
RES# 2675-19 – RE-APPOINTMENT OF LIBRARY BOARD MEMBERS CAROL LINKOWSKI & BARB COSS
Mayor Arellano explained the request. Councilman Considine to re-appoint Carol Linkowski & Barb Coss to the Library board for a term to commence July 1, 2019 and to end June 30, 2022, or until their successor is duly appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
RES# 2676-19 – APPOINTMENT OF BAND DIRECTOR
Mayor Arellano spoke about the appointment process. Discussion ensued. Councilman Venier moved to appoint Jon James as the Dixon Municipal Band Director for a term commencing May 20, 2019 to end April 30, 2020. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, and Mayor Arellano. Abstain: Councilman Considine. Motion Carried.
RES# 2677-19 – BUDGET RESOLUTION (Library)
Attorney LeSage explained the resolution, and discussion ensued. Councilman Marshall moved to approve the FY2018-2019 budget resolution for the Dixon Public Library. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.

EXECUTIVE SESSION
Councilman Marshall that the Regular Council Meeting of Monday, May 20, 2019, meet in Executive Session to discuss Collective Negotiation matters between public employers and the employees or representatives pursuant to Section 2(c)(2) of the Open Meetings Act. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
RECONVENE MEETING
Councilman Marshall moved that the Regular Council Meeting of Monday, May 20, 2019 reconvene into Open Session. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine and Mayor Arellano. Motion Carried.
ADJOURMENT
Councilman Venier moved that the Regular Council Meeting of Monday, May 20, 2019, be adjourned to meet in Regular Session on Monday, June 3, 2019 at 5:30 pm in the Council Chambers at City Hall.
