City of Morrison City Council met July 8.

Here is the minutes provided by the council:

The Morrison City Council met in Regular Session on July 8, 2019 at 7:00 p.m. in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Everett Pannier called the meeting to order in Mayor Everett Pannier’s absence. City Clerk Melanie Schroeder recorded the minutes.

Aldermen present on roll call were: Harvey Zuidema, Mick Welding, Josh West, Vern Tervelt, Arlyn Deets and Dale Eizenga. Aldermen Kevin Bruckner Jr and Ken Mahaffey were absent.

Other City officials present were: City Administrator Barry Dykhuizen and Chief of Police Brian Melton.

There was no public comment.

CA Dykhuizen presented his report:

1) Mt. Pleasant Township will be paving Hazel Road this week.

2) Hydrant flushing will also take place this week during overnight hours.

Alderman Eizenga moved to approve the June 24, 2019 Regular Session Minutes;

Bills Payable, Request for Street Closure – Harvest Hammer; Request for Street Closure – Evening Farmer’s Market; and Plat Referral to Planning and Zoning Commission – Screnock Property (corner of Barden & Anthony Streets), seconded by Alderman Zuidema. On a roll call vote of 6 ayes (West, Tervelt, Deets, Eizenga, Zuidema, Welding) and 0 nays, the motion carried.

Items for Consideration & Possible Action:

1) Chief Melton has been working with MCUD #6 regarding the parking on North Cherry Street near Northside School. There is still much congestion during drop-off/pick-up times. Council suggested Chief speak with the District regarding limiting parking on the south side of High Street to 15 minutes, which would alleviate teacher parking and allow for more drop- off/pick-up parking. Council also discussed opening up the alley to the south of the school between Genesee Street and Cherry Street to allow drop-off/pick-up there. Chief will discuss with the district superintendent. No action taken at this time. Topic referred to the July 22, 2019 council meeting.

2) Alderman Tervelt moved to approve the removal of the old baseball field at Waterworks Park, seconded by Alderman Deets. On a roll call of 6 ayes (Eizenga, Zuidema, Welding, West, Tervelt, Deets) and 0 nays, the motion carried. Council recommended requesting Morrison Hospital dump some of their excess dirt from construction into that area to help build it up a couple feet to assist with flooding.

Other Items for Consideration, Discussion & Information:

1) Alderman West spoke with regard to installing fiber for high-speed internet as part of the Main Street construction project. He has spoken with folks from iFiber, who have offered to donate the equipment. All the City would have to do is pay for someone to install it to the buildings. A meeting will be held in the future with iFiber and Willet Hoffman & Associates regarding the topic.

Executive Session:

1) Pursuant to 5 ILCS 120/2(c)(5), Alderman West moved to enter Executive Session to discuss the purchase or lease of real property, seconded by Alderman Deets. On a roll call vote of 6 ayes (Tervelt, Deets, Eizenga, Zuidema, Welding, West) and 0 nays, the motion carried. Executive Session began at 7:35 p.m.

2) Regular session resumed at 7:59 p.m.

3) There was no action as a result of Executive Session.

CA Dykhuizen has spoken with Stichter Construction, who bid $14,000 to pave (overlay) a portion of North Orange Street. The topic was referred to the July 22, 2019 Council meeting.

Morrison High School would like to relocate the batting cages from school property to the Sports Complex. It is not yet known where to place the cages on the property.

Alderman West spoke with regard to forming a Park District, which would have to be passed via referendum.

Being no further business, Alderman Tervelt moved to adjourn the meeting, seconded by Alderman West. On a voice vote, the motion carried.

Meeting adjourned at 8:13 p.m.
