City of Dixon City Council met Aug. 5.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:32pm.

ROLL CALL

Councilman Marshall, Venier, Considine, and Mayor Arellano answered Roll Call. Absent: Councilman Oros. The Pledge of Allegiance was cited.

FIRE DEPARTMENT APPOINTMENT

Chief Buskohl introduced Firefighter Bradley Basler, he spoke about his background and his appointment to Firefighter/EMT. Pinning ceremony was held, and then Mayor Arellano gave the Oath of Office. Firefighter Basler was congratulated by the Council.

APPROVAL OF MINUTES

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, July 15, 2019; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor & Outside Claims in the amount of $1,404,652.94 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

DEPARTMENT REPORTS

Chief Buskohl addressed the Council regarding a press release on a new program that will start on Monday, August 12, 2019. “Leave Behind” program will provide dose of Narcan for any ambulance call for a drug overdose that the patient refuses transport to the hospital.

ASSISTANT CITY MANAGER REPORT

Assistant City Manager Heckman gave a Public Works update regarding Depot Avenue’s sidewalks and curbs, Woodlawn watermain, and Anne Avenue watermain. The Airport had their Fly-in Breakfast on July 20th, over 250 breakfasts were served.

COUNCIL REPORTS

Mayor Arellano – None

Councilman Considine – He had an inquiry from an Eagle Scout for a project to put up bat boxes along River Street.

Councilman Marshall – He had an inquiry for a potential dog adoption event at the Bean Blossom parking lot, he will be brining to the Council next few months. Lowell Park’s playground is a great addition.

Councilman Oros – None

Councilman Venier – Congratulated Dixon Bloom group, he has received well wishes and many positive feedback regarding the petunias this year. Thanks and congratulations to the group this year. They are in need of donations for next year. Water Wonderland-are there any unforeseen problems? How is water consumption? (Water consumption is higher than anticipated). He has received a number of rave reviews on the park.

City Attorney LeSage – wanted to remind the Council regarding the recent cannabis legislation. We need to keep working and having further discussions.

BOARD & COMMISSIONS REPORTS

Reports on file: Veteran’s Memorial Park Meeting Minutes, Dixon Historic Preservation Meeting Minutes, and July Building Reports.

VISITOR/PUBLIC COMMENT

AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, SECTION 5-13-6 (NUMBER OF LIQUOR LICENSE)

Mayor explained the two Ordinance regarding liquor licenses, and the ordinance liquor license discussion item. Discussion ensued regarding all three items. City Attorney LeSage noted that the ordinance requests need concurrence of majority to pass, three (3) yes votes. An abstain is counted as a yes and an absenteeism is counted as a no.

ORD# 3153 – AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, SECTION 5-13-6 (NUMBER OF LIQUOR LICENSE)

Councilman Venier moved to amend the Dixon City Code Title V, Chapter 12, Section 5-13-6 (Number of Liquor Licenses) to add an “A” License and remove a “D” License. Seconded by Councilman Marshall. Voting Yea: Councilman Venier, Considine, and Mayor Arellano. Abstain: Councilman Marshall. Motion Carried.

AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, SECTION 5-13-6 (NUMBER OF LIQUOR LICENSE)

No Motion.

DISCUSSION ON ADDING A NEW CLASS OF LIQUOR LICENSE (BARBER EXPERIENCE)

The drafting process will begin, discussion on the draft will take place next meeting. May vote on it at the first meeting in September.

ORD# 3154 – DISPOSIAL OF PERSONAL PROPERTY (CELLULAR DEVICE)

Councilman Marshall moved to authorize the disposal of personal property (cellular devices). Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

ORD# 3155 – AMENDING TITLE 1, CHAPTER 4, SECTION 1-4-1-1

City Attorney LeSage explained the ordinance. Councilman Considine moved to amend the Dixon City Code’s ordinance violation settlement procedures to comply with the Public Act

101-2. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

ORD# 3156 – AUTHORIZING AN AGREEMENT FOR THE PURCHASE OF CERTAIN REAL PROPERTY (1217 Palmyra Street)

Councilman Venier moved to authorize the purchase agreement for the purchase of Certain Real Property (1217 Palmyra Street). Seconded by Councilman Considine. Attorney LeSage explained the ordinance and background of the ordinance, and a discussion ensued. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

RES# 2686-19 – APPOINTMENT OF MEMBER TO THE DIXON HISTORIC PRESERVATION COMMISSION – ANTONY DETER

Mayor Arellano explained the appointment. Councilman Marshall moved to appoint Antony Deter to the Dixon Historic Preservation Commission for a term to commence August 5, 2019 and to end May 31, 2022, or until his successor is duly appointed and qualified. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

RES# 2687-19 – AMENDING 2019-2020 BUDGET - BACKHOE

Assistant City Manager/Public Works Director Heckman explained the resolution, and discussion ensued. Councilman Venier moved to approved the resolution amending the 2019- 2020 budget with respect to the backhoe for the street department. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

APPROVAL OF THE COLLECTIVE BARGANING AGREEMENT BETWEEN THE CITY OF DIXON AND THE FRATERNAL ORDER OF POLICE

Mayor Arellano asked if there was a need to go into Executive Session to go over any additional questions on the agreement, negative. Assistant City Manager/Public Works Director Heckman gave a brief summary of the contract. Councilman Marshall moved that the Collective Bargaining Agreement between the City of Dixon and the Fraternal Order of Police be approved. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, August 5, 2019, be adjourned to meet in Regular Session on Monday, August 19, 2019 at 5:30 pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Venier, Considine, and Mayor Arellano. Motion Carried.

The meeting adjourned at 6:38pm.
