Public Comment

Marine Kuethe asked when the Blackhawk Statue would be unwrapped and start working on it? Mayor Ken Williams said they should be unwrapping shortly and putting up scaffolding to work on it. Could possible be finished by the end of summer.

Commissioner Kurt Wilson moved to approve the June 25, 2019 minutes, Seconded by Commissioner Melanie Cozzi.

Mayor Ken Williams moved to approve the Comcast Franchise Contract, Seconded by Commissioner Terry Schuster.

Discussion: The Contract is the same as last time, it’s for 10 years, and is regulated by the FCC. Joan Sage, Manager of Government & Regulatory Affairs for Comcast, said the company has been working hard on their customer service. They now have technicians working seven days a week. Comcast also have a program for families that have kids that either get a free or reduced lunch at school. They can get high speed internet at a reduced price.

Commissioner Terry Schuster moved to approve the Annual Budget for fiscal year May 1, 2019 to April 30, 2020, Seconded by Commissioner Kurt Wilson.

Discussion: Commissioner Schuster announced that a few changes since the first budget was handed out to the Council. The telecommunication money from the State of Illinois will be going into Economic Development Fund Not Public Affairs and the IEPA has paid the City back for the Engineering Funds that were paid out for the Watermain Replacement Program & the Sewer lining of a total of about two hundred and thirty-three thousand.

Commissioner Terry Schuster introduced the Annual Appropriation Ordinance 2019-107 for fiscal year May 1, 2019 to April 30, 2020 and set a public hearing for the July 23rd meeting, Seconded by Commissioner Melanie Cozzi.

Discussion: The appropriation is worst case for an expenditure.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Tim Krug moved to purchase a Street Sweeper, Seconded by Commissioner Terry Schuster.

Discussion: Standard Equipment came in with a bid for a Sourcewell Elgin Cross wind Sweeper for $246,243.00. Commissioner Schuster received an email from another provider on a sweeper however, it was for a smaller sweeper. Street Superintendent Terry Plemmons said they had a demo of that sweeper last year and it didn’t perform well.

Commissioner Schuster wants to make it contingent upon finding a way to pay for it. He has options: take out of one fund, separate sharing into two funds, and partial payment with the rest being a loan.

Commissioner Terry Schuster moved to amend the motion to be contingent upon financing for the Sweeper, Seconded by Commissioner Tim Krug.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

A vote was also taken on the original motion to purchase the Street Sweeper.

Commissioner Terry Schuster reminded everyone for the Concert in Park tonight at Park West.

Wastewater Superintendent Dave Kent announced that the Watermain Replacement Project and Sewer Lining Project are both under way. Martin and Company have been working in the South end of town. O’Brien Construction will start working on the manholes tomorrow.

Mayor Ken Williams asked Dave if he could talk to the contractor about the intersection at 8th Street & Clay Street, there are potholes that need to be addressed.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie Cozzi.
