City of Dixon City Council met Sept. 3.

Here is the minutes provided by the council:

CALL TO ORDER 

The meeting was called to order by the City Clerk at 5:34 pm.

ROLL CALL

Councilman Marshall, Oros, and Venier answered Roll Call. Absent: Councilman Considine and Mayor Arellano. The Pledge of Allegiance was cited, and invocation given by Councilman Venier.

ELECTION OF TEMPORARY CHAIRMAN DUE TO ABSENCE OF MAYOR

Attorney LeSage explained the Presiding Officer for the meeting. Councilman Marshall moved, pursuant to 65 ILCS 5/3.1-35-35(b) to elect Mike Venier as Temporary Chairman to act as presiding officer for purposes of the City Council Meeting held on this date. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier. Discussion ensued regarding electing each meeting or for a period of time.

ELECTION OF TEMPORARY CHAIRMAN DUE TO ABSENCE OF MAYOR

Councilman Marshall moved pursuant to the law, to elect Mike Venier as Temporary Chairman for the meetings for the month of September. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier.

ELECTONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO 

None

WORK SESSION

April Glosser and Eli McVey (via electronic) of Thrive Market Intelligence, gave a presentation to the Council regarding Adult Use Cannabis in Illinois. Discussion ensued. With the general consensus of the council, Attorney LeSage will be working on ordinances to move forward in the process.

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular Session and Executive Session Council Meeting of Monday, August 19, 2019; be accepted and placed on file. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Marshall moved that the Total Labor & Outside Claims in the amount of $568,108.11 be approved and ordered paid, which is after the removal of the $7,000 donation to the Dixon Historic Theatre Group. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF YEAR-TO-DATE FINANCIALS

Councilman Oros moved that the year-to-date Financial Summary through July 2019 be accepted. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

DEPARTMENT REPORTS 

None

ASSISTANT CITY MANAGER REPORT

Assistant City Manager Heckman spoke to the Council about Public Works. Depot Avenue work continues on concrete and main. They will be moving to Ann Avenue next Tuesday. On the riverfront, the cupulate is gone off of the pavilion, it is being worked on, then it will be reinstalled.

COUNCIL REPORTS

Mayor Arellano – None

Councilman Marshall – Hope all had a fantastic Labor Day, Bears and the football season beginning soon.

Councilman Considine – None Councilman Oros – None. Councilman Venier – None.

BOARD & COMMISSIONS REPORTS

None

VISITOR/PUBLIC COMMENT 

None

ORD# 3160 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

Councilman Marshall moved to approve the sale of the 1993 Fire Truck utilizing a business specializing in the sale of fire trucks. Seconded by Councilman Oros. Chief Buskohl spoke to the Council regarding the request and discussion ensued. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

AMENDING 2019-2020 BUDGET – CITY HALL MAINTENANCE & REPAIRS AMENDING 2019-2020 BUDGET – PERFORMING ARTS

These resolutions require a super majority vote, there was only a quorum at this meeting, they have been moved to the next Council Meeting of September 16, 2019.

RES# 2691-19 – HONORING JAMES G. BURKE

Councilman Oros moved to approve the Resolution honoring James G. Burke; naming West River Street between Galena Avenue and Peoria Avenue be designated with the honorary name “James G. Burke Way” and the pavilion located within Heritage Crossing be designated with the honorary name “James G. Burke Pavilion”. Seconded by Councilman Marshall. Councilman Venier spoke about the event, and discussion ensued. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF ACCESS AGREEMENT WITH RESPECT TO PIN 18-08-10-301-002 AND PIN 18-08-15-100-001

Councilman Marshall moved to approve the Access Agreement allowing the City and its surveying consultant access to the real estate property for the purposes of conducting a topographic study for pins 18-08-10-301-002 and 18-08-15-100-001. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF PURCHASING THE UPGRADE OF THE SCADA SYSTEM FOR THE WATER DEPARTMENT

Assistant City Manager/Public Works Director Heckman explained the request, and discussion ensued. Councilman Oros moved to approve the purchase of the upgrades to the SCADA System for the Water Department. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF PURCHASE OF A KENWORTH T370 DUMP TRUCK FOR THE STREET DEPARTMENT

Councilman Marshall moved to approve the purchase of a 2020 Kenworth truck with accessories. Seconded by Councilman Oros. Street Manager Canterbury explained the request and discussion ensued. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL TO CONTRACT WITH AN AUCTION SERVICE TO SELL PREVIOUSLY APPROVED DISPOSAL ITEMS

Councilman Oros moved to approve the auction contract for sale of disposal items. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

REFER PETITION FROM BRANT & MARIA PETERSON TO THE ZONING BOARD OF APPEALS

Councilman Marshall moved to refer the petition for variance for 520 E. Morgan Street to the Zoning Board of Appeals. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF TEAMSTERS COLLECTIVE BARGAINING AGREEMENT

Councilman Oros moved that the Collective Bargaining Agreement between the City of Dixon and the Teamsters be approved. Seconded by Councilman Marshall. Discussion. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

APPROVAL OF IBEW COLLECTIVE BARGAINING AGREEMENT

Councilman Marshall moved that the Collective Bargaining Agreement between the City of Dixon and the IBEW be approved. Seconded by Councilman Oros. Discussion. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

ADJOURMENT

Councilman Marshall moved to adjourned this meeting and to reconvene on Monday, September 9, 2019 at 5:30 pm. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, and Venier. Motion Carried.

The meeting adjourned at 6:50 pm.
