Chadwick-Milledgeville Community Unit School District 399 Board of Education met July 16.

Here is the minutes provided by the board:

MEMBERS PRESENT: S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish. D. Wagenknecht was absent.

ADMINISTRATORS PRESENT: T. Schurman, Superintendent, and B. Maloy, Milledgeville Principal.

OTHERS PRESENT: Beth Wilkinson, Natalie Wilkinson, Dave Wilkinson, Cody VanDyke, Brandi VanDyke

CALL TO ORDER: The meeting was called to order by the Board President, S. Baylor-Schmidt. A motion was made by B. Smith and seconded by P. Eubanks to approve the agenda. Voice vote showed six ayes and no nays. Motion carried.

COMMENTS FROM THE PUBLIC

A. Recognition of State FFA Degree recipients.

B. Recognition of FFA State Forage Contest 2nd Place.

CONSENT ITEMS: A motion was made by S. Kappes and seconded by M. Urish to approve the following consent items as presented:

A. June 17, 2019 Regular Meeting Minutes

B. June 17, 2019 Closed Meeting Minutes

C. Payment of July 2019 Bills

D. June 2019 Treasurer’s Report

E. June 2019 Activity Accounts Report

F. 2018-19 Year End Activity Accounts Report

G. Financial Report: End of Year Summary

The fiscal 2019 budget ended the year with a modest surplus of $187,570.16 in the operating funds.

Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.

OLD BUSINESS

Approved Contract with Future Green Energy Consortium: A motion was made by B. Smith and seconded by M. Bibler to approve the contract and master sales agreement with Future Green Energy Consortium. Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.

Update on Milledgeville School Renovation Project: Superintendent Schurman reported that the demolition phase is complete! Pipe installation is 80% completed and individual room heat pumps are now being connected. New electric transformer will be connected this week. The new technology server room has been painted, HVAC installed, and is up and running. Tile will be installed July 11-15 in five classrooms. New walls and stairs are being installed in the main entrance. To date five classrooms have been painted by our maintenance crew.

NEW BUSINESS

Authorization to sign checks: A motion was made by M. Urish and seconded by P. Eubanks to designate Superintendent Schurman to sign off on accounts and checks on behalf of the District and Principal Mr. Brian Maloy to sign off on activity accounts and checks. Voice vote showed six ayes and no nays. Motion carried.

School Improvement Plans: A motion was made by S. Kappes and seconded by P. Eubanks to approve 2019-2020 School Improvement Plans for Milledgeville Elementary, Chadwick Elementary, Chadwick Junior High, and Milledgeville High School. Voice vote showed six ayes and no nays. Motion carried.

The proposed plans include improvement goals which were developed using survey data and student assessment results. Each school had a committee of teachers and administration work together to develop the plans.

Approved Handbook Changes: A motion was made by P. Eubanks and seconded by M. Urish to approve handbook changes as presented. Voice vote showed six ayes and no nays. Motion carried.

Mr. Maloy has some minor changes proposed for his handbooks which include the following: changes to the semester exam policy, RtI study hall procedures, update to tardy policy, detention policy, and lunch procedures revision. Chadwick only has one change which is removal of the lunch charge policy.

Approved Sale of Technology Equipment: A motion was made by M. Urish and seconded by S. Kappes to approve the sale of outdated technology equipment to include laptops and desk top computers purchased in recent years by the district. Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.

CLOSED SESSION

A motion was made by S. Kappes and seconded by M. Bibler to convene in closed session at 8:00 p.m. in order to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. 5ILCS 120/2 (c) (1), as amended by P.A. 93-0057. Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.

A motion was made by B. Smith and seconded by M. Bibler to reconvene into regular open session at 8:04 p.m. Voice vote showed six ayes and no nays. Motion carried.

ACTIONS TAKEN AFTER CLOSED SESSION

Approved Hiring Summer School Instructor: A motion was made by S. Kappes and seconded by M. Urish to approve hiring Taylor Grenoble as Summer School Instructor for 2019. Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.

Approved Hiring FACS Teacher: A motion was made by P. Eubanks and seconded by S. Kappes to approve hiring Morgan Blasing of Shannon as FACS teacher for 2019-20 school year pending CTE certificate. Roll Call vote showed S. Baylor-Schmidt, M. Bibler, P. Eubanks, S. Kappes, B. Smith, and M. Urish voting aye. No nays. Motion carried.
