Carroll County Board met Sept. 19.

Here is the minutes provided by the board:

The meeting was called to order by Chairman Reibel, followed by the Pledge of Allegiance.

Roll call was taken showing Hartman, Reibel, Preston, Payette, Stitzel, Yuswak, Anderson, Imel and Cole all being present, with no one being absent.

Motion by Mr. Hartman, second by Mr. Preston to approve the agenda as presented. Motion carried.

Motion by Mr. Hartman, second by Mr. Preston to approve the September 5th County Board meeting minutes as presented. Motion carried.

FINANCIAL

Bills Paid in Vacation – N/A

Committee on claims were presented. Motion by Mr. Hartman, second by Mr. Imel to approve the bills as presented. Motion carried.

Transfers – N/A

Monthly Financial Report – The report was submitted in the packet.

Board Members Services – Motion by Mr. Hartman, second by Mr. Yuswak to approve as presented. Motion carried.

TABLED ITEMS – Motion to approve three-year contract with Century Link – No discussion

Sheriff & Property – No report

State’s Attorney – No report

Treasurer – No report

Circuit Clerk – Clerk Hiher reported she attended a conference and cannabis was the topic and the creation of new workforce rules.

Assessor – No report

County Clerk & Recorder – No report

Animal Control – A monthly report was submitted in the packet.

Highway – Motion by Mr. Payette, second by Mr. Yuswak to approve the Preliminary Agreement for Sec 008-311 Repair 2020. Motion carried.

GIS – No report

Zoning – No report

Zoning Board of Appeals – Variance 19-01-700, Petitioner is William Miller – 24322 Payne Rd, Cherry Grove Township. Mr. Miller is requesting a variance setback from 50’ to 20’ from adjoining property line. The publications and notifications had been done in a timely manner. After the finding of facts, the Zoning Board of Appeals board approved the variance request by a 5-0 vote. Motion by Mr. Hartman, second by Mr. Imel to approve the variance request as presented. Motion carried.

Special Use Permit 19-LC-501, Petitioner is Dan & Susan Collins – 17-117 Hidden Cove Court, Lake Carroll IL. They are seeking a special use permit for a guest house. A special use guest house allows a single-family dwelling to be rented to guests on a short-term basis. The proper publications and notifications had been done in a timely manner. After the finding of facts, the Zoning Board of Appeals board approved the special use permit by a 5-0 vote. Motion by Mr. Hartman, second by Mr. Imel to approve the special use permit as presented. Motion carried.

Hotel/Motel – Mrs. Cole – A monthly report was submitted in the packet.

Tri-County Opportunities Council – Mr. Preston – A monthly report was submitted in the packet and Sarah DeSpain is a new board member.

708 Board – JoAnn Palmer and Sherry Morel reviewed the past years activity. Fundraisers have been successful and a talent show has been planned for a fall fundraiser.

Extension – No report

OLD BUSINESS – Administrator Doty stated that 20 phone lines have been cancelled which will create a $600 per month savings. State’s Attorney Brinkmeier investigated the porting of the county’s phone numbers. He suggested filing proper complaints against the phone company with the FCC and the IL Ag Consumer Protection Agency. Motion by Mr. Payette, second by Mr. Preston to file the needed complaints as recommended by State’s Attorney Brinkmeier. Motion carried.

The following departments submitted the 2019-2020 budget requests for discussion:

•Health Dept – Craig Bielema & Dawn Holland – largest additional change is to equip 2 rooms for dental care

Suggestions, changes and discussion were offered for all departments. No action taken and more department presentations and discussion will continue.

NEW BUSINESS – Administrator Doty introduced a County Cannabis Retailer’s Occupation Tax ordinance for review. The suggested tax-imposed rate for cannabis sales was 3.75% for business’s in unincorporated areas of the county and 3.00% sales in municipalities. The ordinance is to be effective January 1, 2020. Motion by Mr. Hartman, second by Mr. Imel to approve the ordinance as presented. Roll call vote was called for showing Hartman, Imel, Cole, Anderson, Reibel, Stitzel, Payette and Yuswak all voting aye, and Preston voting nay, with no one being absent. Motion carried.

County Clerk & Recorder Woessner introduced two Carroll County Trustee Resolutions for approval identified as follows: Parcel #08-07-10-205-020 and Parcel #08-07-24-305-016. Motion by Mr. Payette, second by Mr. Stitzel to approve as presented. Roll call vote was called for showing Preston, Hartman, Imel, Cole, Anderson, Reibel, Stitzel, Payette and Yuswak all voting aye, with no one voting nay and no one being absent. Motion carried.

Chairman Reports – No report

APPOINTMENTS – Motion by Mr. Hartman, second by Mr. Stitzel to approve the reappointment of Bruce Badtke to the Savanna York Drainage District. Motion carried.

Tri-County Opportunities Council appointment will be next month.

Motion by Mr. Payette, second by Ms. Anderson to adjourn the meeting. Motion carried.
