CALL TO ORDER
The meeting was called to order by Councilman Venier at 5:29pm.
ROLL CALL

Councilman Marshall, Oros, Venier, and Considine answered Roll Call. The Pledge of Allegiance was cited, and invocation given by Reverend Tim Mitchell.
ELECTONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO
Councilman Marshall moved, pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out- of-town military service for our country. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, and Considine. Motion Carried. Mayor Arellano attended by phone.
WORK SESSION
Discussion of the Cannabis Act was not needed. Cancelled the Work Session.

ORD #3162 – AMENDING ORDINANCE #2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT
Councilman Oros moved to approve the Ordinance amending Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to complete verbal description of boundaries. Seconded by Councilman Considine. Andy Shaw presented information regarding the changes to the zone. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
APPROVAL OF MINUTES
Councilman Considine moved that the minutes of the Regular Session Council Meeting of Tuesday, September 3, 2019 and Special Session Council Meeting of Monday, September 9, 2019; be accepted and placed on file. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Marshall moved that the Total Labor & Outside Claims in the amount of $494,970.77 be approved and ordered paid. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
APPROVAL OF YEAR-TO-DATE FINANCIALS
Councilman Oros moved that the year-to-date Financial Summary through August 2019 be accepted. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
DEPARTMENT REPORTS
Assistant City Manager/Public Works Director Heckman gave an update on the Arch, a few letters are out and they are in contact with a contractor to get parts for repair. Looking into LED lights and refurbishing, cleaning, and painting plans.
CITY MANAGER REPORT
City Manager Langloss wanted to thank the Public Works Department and the Support Staff for their assistance with the dedication memorial celebration on the Riverfront in honor of Mayor James Burke. The health insurance committee has been meeting and looking at options, we are waiting for our renewal numbers from BlueCross BlueShield and others, doing research on different options.
COUNCIL REPORTS
Mayor Arellano – He has been talking with City Manager Langloss on economic movement. He will have a more reliable schedule in 3-4 weeks.
Councilman Considine – None
Councilman Marshall – Alley between 1st and 2nd next to Somkit has been being blocked by delivery trucks for 15-20 minutes most days, blocking the road and drive up. Could we put a no parking sign in the alley, or regulate some way? Attorney LeSage will look into the ordinance.
Councilman Oros – Gave props to the Police Department and Chief for their efforts to stop some young adults at the Riverfront jumping on benches, etc. Their interaction was positive and the antics stopped.
Councilman Venier – The Burke event had a lot of great support, and seeing all the work that was put in by the city employee volunteers. Hopes to make this an annual event. Thank you to the Burke Family.

VISITOR/PUBLIC COMMENT
Larry Newcomer addressed the Council regarding 1923 Cummins Street the SW corner. He has spoken with the Building Department regarding a semi-truck being parked at a residence and left running for long periods of time. Other truckers have been prohibited. He asked for the permit for the building of the parking spot be revoked and the land be turned back into how it was. He was told that the truck would be allowed to park there until the meeting tonight, for Council input. He asked the Council to enforce the ordinance violations. Discussion ensued, ordinance will be enforced.
Margaret Brechon addressed the Council regarding the article of Dixon exploring marijuana dispensaries. She spoke about her research on marijuana, books, articles, etc. that state that marijuana is correlated to psychological disturbances. She will be putting together information to be given to the Council.
ORD# 3163 – AMENDING TITLE 4, CHAPTER 8 OF THE DIXON CITY CODE (EMERGENCY VEHICLE AMBULANCE SERVICE CHARGES)
Councilman Oros moved to approve the ordinance adjusting the Emergency Vehicle Ambulance Service Charges. Seconded by Councilman Considine. Chief Buskohl spoke to the Council regarding the request and discussion ensued. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
ORD# 3164 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON FIRE DEPARTMENT
Councilman Considine moved to approve the disposal of certain property for the Fire Department. Seconded by Councilman Marshall. Chief Buskohl spoke to the Council regarding the request and discussion ensued. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
ORD# 3165 – AMENDING TITLE 5 OF THE DIXON CITY CODE BY THE ADDITION OF CHAPTER 24 IMPOSING A MUNICIPAL CANNABIS RETAILERS’ OCCUPATION TAX
Councilman Marshall moved to approve the ordinance amending Title 5 of the Dixon City Code by the Addition of Chapter 24 – Imposing a Municipal Cannabis Retailers’ Occupation Tax. Seconded by Councilman Oros. Attorney LeSage explained the ordinance and why it is being voted on today. If approved, the City Clerk will send a signed ordinance by certified mail to the Illinois Department of Revenue. Voting Yea: Councilman Marshall, Oros, Venier, and Mayor Arellano. Voting Nay: Councilman Considine. Motion Carried.
OBJECTING TO THE PETITION OF PAT AND JOANIE MULLIGAN FOR REZONING
Councilman Oros moved to approve the resolution objecting to the Petition of Pat and Joanie Mulligan for Rezoning. Seconded by Councilman Marshall. Attorney LeSage explained the resolution. Building Official Shipman gave his opinion. It was made clear that a Yea vote would mean that the Council is against the rezoning. Voting Yea: Mayor Arellano. Voting Nay: Councilman Marshall, Oros, Venier, and Considine. Motion Lost.
RES# 2692-19 – AMENDING 2019-2020 BUDGET CITY HALL MAINTENANCE & REPAIRS
Councilman Considine moved to approve the resolution amending the 2019-2020 budget with respect to $10,000 from the Capital Fund “Building” line item to the City Hall “Maintenance & Repairs” line item. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
RES# 2693-19 – AMENDING 2019-2020 BUDGET PERFORMING ARTS
Councilman Marshall moved to approve the resolution amending the 2019-2020 budget with respect to the Performing Arts budget. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
RES# 2694-19 – APPOINTMENT OF KEVIN MARX TO THE LIBRARY BOARD
Councilman Marshall moved that Kevin Marx be appointed to the Dixon Library Board for a term commencing September 16, 2019 and ending June 30, 2020, or until his successor is duly appointed and qualified. Seconded by Councilman Marshall. Discussion ensued regarding the short term, he is filling a term that was vacated. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
EXECUTIVE SESSION
Councilman Considine moved that the Council Meeting of Monday, September 16, 2019; meet in Executive Session to discuss purchase or sale of real property by the City pursuant to Section 2(c)(5) of the Open Meetings Act. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
RECONVENE MEETING
Councilman Marshall moved that the Regular Council Meeting of Monday, September 16, 2019 reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
DISCUSSION
Councilman Considine opened discussion on the Veteran’s Park Committee becoming a separate entity from the City. The committee is looking into options.
ADJOURMENT
Councilman Marshall moved that the Regular Council Meeting of Monday, September 16, 2019 be adjourned to meet in Regular Session on Monday, October 7, 2019, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Motion Carried.
