City of Prophetstown City Council met Oct. 8.

Here is the minutes provided by the council:

I. CALL TO ORDER: A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois on October 8, 2019. The meeting convened at 7:03 p.m., Mayor Steve Swanson, presiding.

II. ROLL CALL DAN BAKER, DARYL DRENNEN, GREG SCHMITT, JOSH HOVEY, RYAN INSKEEP, JOHN GIBSON

CITY STAFF IN ATTENDANCE:

TIM ZOLLINGER, City Attorney; CONNIE JENSEN, City Clerk; EILEEN DETRA, Treasurer; BRUCE FRANKS, Chief of Police; BRIAN STRIKE, Director of Public Works; RHONDA CARTER, City Administrator

III. PLEDGE OF ALLEGIANCE:

Mayor Swanson, led the Pledge of Allegiance.

IV. PUBLIC COMMENT:

There was no public comment.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and Possible Action: to discuss to approve TIF request from Brooks Soleta. [rec - 25/25 @ 06:23]

Mayor Swanson stated that part of the improvement will be rental storage. ]

MOTION: Motion to approve TIF request for Brooks Soleta, for up to $30,000.00. YEA: DRENNEN, SCHMITT, INSKEEP, GIBSON NAY: BAKER, HOVEY MOTION MOVED BY INSKEEP, SECONDED BY GIBSON. COUNCIL CONCURRED. MOTION CARRIED.

2. Consideration and possible action: to close street for Halloween parade. [rec - 25/25 @ 21:35]

MOTION: Motion to approve closure of street for Halloween parade. MOTION MOVED BY INSKEEP, SECONDED BY HOVEY. COUNCIL CONCURRED. MOTION CARRIED.

3. Consideration and possible action: to discuss hiring of new CPA for upcoming year audit. [rec - 25/25 @ 22:17]

Mayor Swanson stated that on a grant that the city applied for, the DCEO stated that Mr. Halpin needs to do a peer preview for any grants that are applied for regarding Motor Fuel Tax grants.

Mayor Swanson stated that Mr. Halpin stated that he does not have to do the preview, due to being grandfathered in

Mayor Swanson stated that not doing the preview could jepardize the current grant, as well as any future grants that the city applies for.

Mayor Swanson stated that Mr. Halpin would be retiring next year.

4. Consideration and possible action: to pass Resolution #10082019 - Resolution for Main Street Christmas Parade. [rec - 25/25 @ 25:52]

MOTION: Motion to approve Resolution #10082019 - Resolution for Main Street Christmas Parade. MOTION MOVED BY INSKEEP, SECONDED BY HOVEY. COUNCIL CONCURRED. MOTION CARRIED.

5. Consideration and possible action: to approve Ordinance #855 - Ordinance Authorizing Entry into an Economic Incentive Agreement with American Gear Inc.

MOTION: Motion to approve Ordinance #855 - Ordinance Authorizing Entry into an Economic Incentive Agreement with American Gear Inc. MOTION MOVED BY BAKER, SECONDED BY SCHMITT. COUNCIL CONCURRED. MOTION CARRIED.

6. Consideration and possible action: to discuss allowing golf carts only in city limits. [rec - 25/25 @ 28:12]

The council agreed to table further discussion on the matter until the November 2019 regular city council meeting.

7. Consideration and possible action: to approve 2019 annual audit. [rec - 25/25 @ 38:53]

MOTION: Motion to approve 2019 annual audit. MOTION MOVED BY SCHMITT, SECONDED BY INSKEEP. COUNCIL CONCURRED. MOTION CARRIED.

8. Consideration and possible action: to discuss to approve TIF request from Hometown Hardware. [rec - 25/25 @ 40:47]

Mayor Swanson stated that the application includes two bids.

MOTION: Motion to approve TIF request from Hometown Hardware, for up to $12,000.00. MOTION MOVED BY HOVEY, SECONDED BY GIBSON. COUNCIL CONCURRED. MOTION CARRIED.

9. Consideration and possible action: to approve Ordinance #856 - Ordinance Vacating a Portion of an Alley Between Lafayette Street and Washington Street and Between Parcel No. 15-33-357-003, 15-33-357-002 and 15-33-357-001. [rec - 22/23 @ 43:51]

Mayor Swanson stated that the banks new addition will be two-story and will come out near the alley, or it may encroach the alley somewhat.

Mayor Swanson stated that the drive up and ATM will be on the outside of the new addition, and the alley will be closed. Mayor Swanson statedt that the entrance and exit will still be off West 3rd Street, but no one will be able to leave the grocery store by way of Layfayette Street.

MOTION: Motion to approve Ordinance #856 - Ordinance Vacating a Portion of an Alley Between Lafayette Street and Washington Street and Between Parcel No. 15-33-357-003, 15-33-357-002 and 15-33-357-001. MOTION MOVED BY SCHMITT, SECONDED BY DRENNEN. COUNCIL CONCURRED. MOTION CARRIED.

VI. ITEMS FOR CONSIDERATION:

1. Gateway Credit Union not putting lights on trees; need alternative ideas. [rec - 25/25 @ 46:55]

Mayor Swanson stated that Gateway Credit Union has stated that they will not pay to put the Christmas lights up on the trees.

The city will put the lights on the trees this year.

Vicki Waldbusser 114 W. Riverside Drive Roof Cost: $25,000.00

Dan and Sue Eyrich 35 Ferry Street Front Yard Fence Cost: $50.00

Chrissy and Dan Howard 109 East Riverside Drive Fence Cost: $1,500.00

Chris Mathis 510 Jackson Street Dog Fence Cost: $300.00

MOTION: Approval of consent agenda (for action). MOTION MOVED BY HOVEY, SECONDED BY DRENNEN. COUNCIL CONCURRED. MOTION CARRIED.

VIII. REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the October 2019 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the October 2019 regular city council meeting.

3. Financial Report: No financial report was given.

4. Library: A representative from the Henry C. Adams Memorial Library talked about upcoming events at the library.

5. Main Street: It was announced that the Christmas parade is November 30th.

IX. NEW IDEAS FOR PROPHETSTOWN:

There were no new ideas for Prophetstown.

MOTION: To adjourn the 10/8/19 Prophetstown Regular City Council Meeting at 7:58 p.m. MOTION MOVED BY DRENNEN, SECONDED BY INSKEEP. COUNCIL CONCURRED. MOTION CARRIED.
