City of Dixon City Council met Feb. 3.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Councilman Marshall at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Considine, and Marshall answered Roll Call. Absent: Mayor Arellano. The Pledge of Allegiance was cited and a blessing was given by Councilman Venier.

ELECTRONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO None

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular Session Council Meetings of Tuesday, January 21, 2020 and Special Session Council Meeting of Thursday, January 30, 2020; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $1,051,5043.18 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

DEPARTMENT REPORTS None

CITY MANAGER REPORT

Public Works Director/Assistant City Manager Heckman – Progress is being made on the budget, department heads and administration are working diligently on them. Next work session will be Thursday at 8am.

COUNCIL REPORTS

Mayor Arellano – None

Councilman Considine – Spoke about the snowmobile situation. We need to be diligent on the approach for the enforcement of the ordinance.

Councilman Marshall – Hope all enjoyed the super bowl.

Councilman Oros – Received positive feedback for the Best of Dixon, they enjoyed themselves, there were several different people recognized from our community of all ages. Kudos to those involved.

Councilman Venier – Echoed Councilman Oros’ appreciation, it was a great night. At the next Council Meeting we will recognize the Ike Mercer Awards.

BOARD & COMMISSIONS REPORTS Reports on file: None

VISITOR/PUBLIC COMMENT

Larry Angelton spoke to the Council regarding snowmobiles going through his yard. The trail is on the road, but when the road is plowed there is no snow, so they go in his yard. They are going around the snow fence that was put up by the Police Department. Discussion ensued.

ORD# 3184 – AUTHORIZING AN AGREEMENT FOR THE PURCHASE OF CERTAIN REAL PROPERTY (86 MONROE AVE)

Councilman Oros moved to approve the Ordinance Authorizing an Agreement for the purchase of Certain Real Property located at 86 Monroe Ave. Seconded by Councilman Venier. City Attorney LeSage explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

ORD# 3185 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY DUTY GUN FOR RETIRED OFFICER

Chief Howell explained the request, and discussion ensued. Councilman Considine moved to authorize the ordinance for the sale of certain personal property – duty gun to retiring officer. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

RES# 2718-20 – TEMPORARY CLOSURE OF PORTIONS OF ILLINOIS ROUTE 2 IN CONNECTION WITH THE REAGAN 5K RUN/WALK

Councilman Venier moved to approve the Resolution with respect to the Temporary Closure of Portions of Illinois Route 2 in connection with the Reagan 5K Run/Walk. Seconded by Councilman Oros. Discussion. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

RES# 2719-20 – AMENDING FY2019/2020 BUDGET FIRE FUEL & PART-TIME WAGES

Chief Buskohl explained the request, discussion ensued. Councilman Oros moved to approve the Resolution amending the FY20 budget with respect to the Fire Fuel and Part-time Wages. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

RES# 2720-20 – AMENDING 2019-2020 BUDGET PURCHASE OF PROPERTY

Councilman Considine moved to approve the budget Resolution with respect to the purchase of real estate property of 86 Monroe Ave. Seconded by Councilman Venier. City Attorney LeSage explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

RES# 2721-20 – AMENDING 2019-2020 BUDGET STREET DEPARTMENT OVERTIME

Councilman Venier moved to approve the Resolution amending the FY20 with respect to the Street Department Overtime and Traffic Maintenance Part-Time Salary line items. Seconded by Councilman Oros. Public Works Director/Assistant City Manager Heckman explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

RES# 2722-20 – AMENDING 2019-2020 BUDGET ADMINISTRATION CONTRACTUAL

Councilman Oros moved to approve the Resolution amending the FY20 budget with respect to the Administration budget to accommodate the BCR for the Build Grant. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

REFER PETITION FROM EDWARD AND TRICIA HENDLEY FOR A SIDE YARD VARIANCE AT 715 N. OTTAWA TO THE ZONING BOARD OF APPEALS

Councilman Considine moved to refer the petition for a side yard variance for 715 N Ottawa to the Zoning Board of Appeals. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

APPROVE CONTRACT WITH CIVIC SYSTEMS FOR SOFTWARE FOR THE BUILDING & ZONING PERMITTING SOFTWARE

Councilman Venier moved to authorize the Building Official to enter into a purchase agreement for the Building and Zoning Software with Civic Systems LLC. Seconded by Councilman Oros. Building Official Shipman explained the request, and discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

APPROVAL OF THE 2020 DOWNTOWN AND RIVERFRONT EVENT ROAD CLOSURES FOR DIXON CHAMBER OF COMMERCE MAIN STREET

Councilman Oros moved to approve the request from the Dixon Chamber of Commerce Main Street with respect to the 2020 Downtown and Riverfront Event Road Closures. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, February 3, 2020 be adjourned to meet in Special Session on Thursday, February 6, 2020, at 8:00am in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

The meeting adjourned at 6:13pm.
