City of Dixon City Council met Feb. 3.

CALL TO ORDER
The meeting was called to order by the City Clerk at 8:00am.
ROLL CALL
Councilman Oros, Venier, Considine, and Marshall answered Roll Call. Absent Mayor Arellano. Pledge of Allegiance was cited, Councilman Venier gave a blessing.
ELECTION OF TEMPORARY CHAIRMAN DUE TO ABSENCE OF MAYOR
Councilman Oros moved, pursuant to 65 ILCS 5/3.1-35-35(b) to elect Ryan Marshall as Temporary Chairman to act as presiding officer for purposes of the City Council Meetings held in the month of February 2020. Seconded by Councilman Considine. Voting Yea: Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.
ELECTRONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO
Councilman Considine moved, pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out- of-town military service for our country. Seconded by Councilman Venier. Voting Yea: Oros, Venier, Considine, and Marshall. Voting Nay: None. Motion Carried.

WORK SESSION – FY2020/2021 Budget
Dixon Historic Theatre President Timothy Boles presented on his budget request, and discussion ensued. Dave Lahey a member of the Veterans’ Memorial Park Commission presented on his budget request, and discussion ensued. James Higby and Jon James of the Dixon City Band presented on their budget request, and discussion ensued. Jeremy Englund from Dixon Chamber of Commers Main Street presented on their budget and outlined their campaign for 2020 Discover Dixon and their annual report, and discussion ensued. Pat Gorman from the Reagan Home presented to the Council and discussion ensued.
ADJOURMENT
Councilman Venier moved that the Special Council Meeting of Thursday, February 3, 2020, be adjourned to meet in Special Session on Monday, February 3, 2020 at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
The meeting adjourned at 9:24am.
