Q2 2019 Parolees Recap: Who was paroled in Stephenson County?

There were 17 offenders released on parole during the second quarter of 2019 that live in Stephenson County, according to Illinois Department of Corrections data obtained by NW Illinois News.

The data shows that 15 men and two women were released in Stephenson County. The median age of the parolees was 34. The youngest parolee was a 20-year-old man sentenced for a property crime in 2018, and the oldest was a 57-year-old man sentenced for a property crime in 2018.

The offender who had been incarcerated the longest was Clifton Smallwood. He was convicted of a crime against a person in 2004 when he was 34 years old. He is now 50.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in the second quarter of 2019 in each Stephenson County municipality with at least one parolee in the quarter.
