City of Dixon City Council met Feb. 18.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Councilman Marshall at 5:29pm.

ROLL CALL

Councilman Venier, Considine, Marshall, and Oros answered Roll Call. Absent: Mayor Arellano. The Pledge of Allegiance was cited and the invocation was given by Michael Mercer.

ELECTRONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO

Councilman Oros moved, pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out-of-town military service for our country. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, and Oros. Voting Nay: None. Motion Carried.

PROCLAMATION 

Girl Scouts Week

Councilman Marshall read the Proclamation naming the week of March 18-14, 2020, Girl Scouts week. He presented the Proclamation to the Girl Scouts members and leaders in the chambers. A small break was given for pictures, and a chance for the group to exit the meeting.

Brain Health Awareness 2020

Councilman Venier read the Proclamation naming the year 2020 Brain Health Awareness Year. He presented the Proclamation to KSB representatives. A small break was given for pictures, and a chance for them to exit the meeting.

BLACK HISTORY MONTH – IKE MERCER AWARD

Councilman Venier spoke about the award, the history and previous recipients. He then spoke about recipient, Jaylen Carr, who was unable to attend the meeting due to participating in a high school basketball game. He then spoke about recipient, Rashaad Lane. He presented the award to him and Mr. Lane addressed the Council and the audience. A small break was given for pictures, and a chance for them to exit the meeting.

APPROVAL OF MINUTES

Councilman Considine moved that the minutes of the Special Session Council Meeting and Regular Session Council Meeting of Monday, February 3, 2020 and Special Session Council Meeting of Thursday, February 6, 2020; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Venier moved that the Total Labor and Outside Claims in the amount of $273,510.72 be approved and ordered paid. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF YEAR-TO-DATE FINANCIALS

Councilman Oros moved that the year-to-date Financial Summary through December 2019 be accepted. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – He and the administration team have been primarily working on budgets, the next budget meeting will be Thursday morning. He has been meeting with the school, County, and Dixon Chamber Main Street for a plan to drive participation in the census. He had a meeting with the Dixon CEO’s of the Whiteside Area Vocation Center. This is an incredible program working with Lee County High School Seniors. They visit all types of businesses to learn about their business. The municipal court will hopefully start in April. Working on a Beautify Dixon program. He and KSB’s CEO Dave Schreiner did a presentation in Phoenix regarding Brain Health and opioids, had positive feedback. Note: The census will not start until March 12th. There are emails that have been received, this is not the real census. The first communication regarding the census will be by mail.

COUNCIL REPORTS

Mayor Arellano – Happy birthday to my wife. Congrats to all the honored people today. He is looking forward to the downslope of this tour, and be home soon.

Councilman Considine – We do listen as a council and mayor, the issue over the rouge snowmobiles, action will be taken later in the meeting.

Councilman Marshall – None

Councilman Oros – Was a girl scout and leader, it is tremendous to see young girls actually involved, and the cookies are great. Acknowledged Mr. Mercer’s invocation, she appreciates starting meetings with prayer and having the ability to do so. She also wanted to acknowledge the hard work the administration team and department heads have done on the budget sessions and helping her with the processes, she appreciates it. Brain Health Year is near and dear to her heart, a passion. Proud that the community recognizing and addressing the issue, making it a priority, very thankful.

ORD# 3186 – AMENDING TITLE 5, CHAPTER 13 OF THE DIXON CITY CODE FOR THE PURPOSE OF CREATING AN ADDITIONAL LICENSE CLASSIFICATION FOR GROCERY STORE ON PREMISES CONSUMPTION OF BEER AND WINE

Councilman Oros moved to approve the creation of an additional Liquor License Classification for Grocery Store On Premises Consumption of beer and wine. Seconded by Councilman Considine. City Manager Langloss explained the request, and discussion ensued. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2723-20 – ENACTING MORATORIUM ON THE OPERATION OF SNOWMOBILES ON CITY ROADWAYS

Councilman Considine moved to approve the Resolution Enacting Moratorium on the Operation of Snowmobiles on City Roadways, and discussion ensued. Seconded by Councilman Venier.

Discussion. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2724-20 – AMENDING FY2019/2020 BUDGET AIRPORT ENGINEERING

Councilman Oros moved to approve the resolution amending the FY20 budget with respect to the Airport Engineering line item. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explain the request. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2725-20 – AMENDING FY2019/2020 BUDGET WATER EXTRA DUTY PAY

Councilman Venier moved to approve the Resolution amending the FY20 budget with respect to the Water Extra Duty Pay. Seconded by Councilman Oros. Public Works Director/Assistant City Manager Heckman explain the request. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF AN ENGINEERING AGREEMENT FOR DESIGN AND SPECIAL SERVICES IN CONNECTION WITH THE REHABILITATION OF RUNWAY 8-26 WITH CRAWFORD, MURPHY, & TILLY INC

Councilman Oros moved to approve the agreement with Crawford, Murphy & Tilly Inc. for design and special services related to the runway 8-26 rehabilitation project. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explain the request. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2726-20 – AMENDING FY2019-2020 BUDGET DCCMS GRANT MATCH DONATION

Councilman Considine moved to approve the budget Resolution with respect to the Dixon Chamber of Commerce Main Street Grant Match of $20,000. Seconded by Councilman Venier. City Manager Langloss explain the request, and discussion ensued. Voting Yea: Councilman Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Abstain: Oros. Motion Carried.

RES# 2727-20 – AMENDING FY2019-2020 BUDGET FIRE OVERTIME

Chief Buskohl explained the request. Councilman Venier moved to approve the Resolution amending the FY20 with respect to the Fire Department Overtime line. Seconded by Mayor Arellano. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2728-20 – AMENDING FY2019-2020 BUDGET VETERANS’ PARK TELEPHONE

Councilman Oros moved to approve the Resolution amending the FY20 budget with respect to the Veterans’ Park Telephone expense. Seconded by Councilman Venier. City Manager Langloss explained the request. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

APPROVAL OF THE CONTRACT WITH STRAND ASSOCIATES FOR THE PURCHASE OF THE WONDERWARE SOFTWARE, HACH WIMS SOFTWARE AND DELL WORKSTATIONS

Information Technology Manager Philhower and WasteWater Manager McNitt explained the request, and discussion ensued. Councilman Oros moved to approve the contract with Strand Associates Inc. and the purchase of supporting software and workstations. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Tuesday, February 18, 2020 be adjourned to meet in Special Session on Thursday, February 20, 2020, at 8:00am in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Considine, Marshall, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried.

The meeting adjourned at 6:22pm.
