Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 24 February 2020.

20C-0074 – FIRST READING OF AN ORDINANCE AMENDING ARTICLE 0, SECTION
154.015, OF THE GALENA ZONING ORDINANCE TO ESTABLISH A 1,500 FEET MINIMUM
SEPARATION BETWEEN CANNABIS BUSINESSES
Motion: Allendorf moved, seconded by Westemeier, to approve the first reading of an Ordinance amending Article 0, Section 154.015, of the Galena Zoning Ordinance to Establish a 1,500 feet minimum separation between cannabis businesses, 20C-0074.
Discussion: McCoy questioned if the applicants for the old First National Bank building would be allowed to have two businesses within that location. They proposed to do retail on the first floor with a smoking area on the second floor. Nack advised it would be considered the same use in a dispensary. Oldenburg advised we have received three applications. Once the first license is approved for the downtown area, it will knock out the other applicant.

20C-0075 – WARRANTS
Motion: Hahn moved, seconded by Bernstein, to approve the Warrants as presented, 20C-0075.
Discussion: Hahn questioned the charge from Jo Carroll Energy for removing a pole in the amount of $656. He questioned if they should be charging to move a pole and thought it was rather high. Moran stated he would follow up with Jo Carroll.

20C-0076 – ALDERPERSONS’ COMMENTS
Marijuana Facilities – Bernstein stated she has received a fair number of questions about marijuana facilities. She feels it will be helpful once things are in place to be able to give people accurate information.
Market House – Hahn advised the Market House is falling apart. A water heater went bad and there is water damage everywhere. Hahn advised he would like to see VisitGalena move to the building next door.
20C-0077 – CITY ADMINISTRATOR’S REPORT
Cannabis Questions – Moran asked Council to forward any questions they receive with regard to cannabis to staff.
Bonds – Moran advised he is continuing to work on refunding of the sewer bonds. He will be doing the rating call soon.
Budget – The first draft of the budget will be out in a couple weeks. The first budget session is scheduled for the first week of April.
