City of Fulton City Council met February 24

City of Fulton City Council met Feb. 24.

Here is the minutes provided by the council:

Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call the roll. On roll call Ald. Gene Field, Margaret Crosthwaite, Dan Nederhoff, Sue VanKampen, Barb Mask and Keith King. Ald. Mike VanZuiden and Paul Banker were absent. Also in attendance Randy Boonstra, Tammy Garibay, Dale Sikkema, Dave Bartels, Dan Clark, Bill Shirk, Officer Grinnell and Officer Hamilton.

Pledge of allegiance was recited; invocation was given by Randy Boonstra.

Visitors at the meeting included; Daniel Nardini, John Rohlf, Kyle Folk, Jane Luker, Zack Ratcliff, Jeff Soenksen, Lucien DeBatty and Connie Koehn.

Kyle Folk recommended the council set a 1500 ft. restriction from schools or parks for the sale of recreational cannabis. Believes 1,000 ft. is to close would like to see it placed in the Fulton Industrial Park. Lucien DeBatty would recommend the council to allow sales at The Dispensary in the current location, it is the perfect location. The public cannot access cultivation/grow facilities. Jeff Soenksen appreciates the council reviewing the ordinance for approval as recommended by the Zoning Board.

Approve consent agenda; approve meeting minutes from February 10, 2020. Ald. VanKampen motioned, seconded by Ald. Crosthwaite to approve the consent agenda. Roll call vote (6 yes, 2 absent).

Business

Approve the request from the Fulton Historical Society to relocate mailbox post from the corner of 19th Ave and 4th St. Ald. King motioned, seconded by Ald. Crosthwaite to approve relocating mailbox post from the corner of 19th Ave and 4th St. Roll call vote (5 yes, 1 no, 2 absent).

Approve Zoning Board of Appeals Committee recommendation for code changes relating to car ports. One suggestion from Corey Council, individual selling and installing car ports, to anchor down carports so it can’t blow over/away during high winds. Ald. Mask motioned, seconded by Ald. VanKampen to approve Zoning Board of Appeals Committee recommendation for code changes relating to car ports. Roll call vote (6 yes, 2 absent).

Approve an ordinance amending the text of the Zoning Ordinance to allow adult use cannabis dispensary organizations, infuser organizations, transporting organizations and craft growers requiring a special use under the zoning code. Attorney Shirk said you can do a Special Use permit but don’t need to, instead pass a Regulation Ordinance. A regulation ordinance would include everything needed without doing a Special Use permit and requiring to wait an additional meeting. It is very restrictive and can be amended at any time. Ald. King motioned, seconded by Ald. Crosthwaite to approve ordinance amending the text of the Zoning Ordinance to allow adult use cannabis dispensary organizations, infuser organizations, transporting organizations and craft growers requiring a regulation ordinance. Roll call vote (6 yes, 2 absent).

Ald. Mask motioned, seconded by Ald. Crosthwaite to adjourn to the Committee of the Whole. Roll call vote (6 yes, 2 absent).

The council entered the Committee of the Whole at 5:52 PM. Ald. Mask motioned, seconded by Ald. VanKampen to entered closed session. Roll call vote (6 yes, 2 absent).

The council entered closed session at 6:23 PM. Ald. Mask motioned, seconded by Ald. King to exit closed session. Roll call vote (6 yes, 2 absent)

The council returned to the regular meeting at 6:47 PM. With no further discussion Ald. King motioned, seconded by Ald. VanKampen to adjourn.

With voice agreement the council adjourned at 6:47 PM.
