City of Fulton City Council met April 27.

PUBLIC HEARING
Promptly at 5:30 p.m., Mayor Ottens opened the Public Hearing for questions and comments on the proposed 2020/2021 City's Annual Budget. Covid 19 restrictions and social distancing were followed.
Mayor Ottens asked the Deputy Clerk to call the roll. Aldermen King, Banker, Mask, VanKampen, Nederhoff, Crosthwaite, Field and VanZuiden were all present. Also in attendance were, City Administrator Boonstra, Chief Dave Bartels, Deputy Clerk Tammy Garibay, media representatives Daniel Nardini and John Rolfe, and Fulton citizens, Charles Dykstra and Zach Ratcliff.
Alderman Barb Mask motioned, and seconded by Alderman Gene Field to open the hearing for discussion. Mayor Ottens asked the citizens if they had any comments on the proposed budget. No comments or questions were asked.
Alderman Margaret Crosthwaite asked the City Administrator for a brief description of the proposed cuts from each department.
Proposed cuts are as follows:
General Administration - (+) $11,320.00
Police Department - (-) $38,707.00
Streets - (-) $39,758
Parks - (-) $31,724.00
Tourism - (-) $2700.00
With no further discussion, Alderman Mask motioned, seconded by Alderman Crosthwaite to close the Public Hearing at 5:33 p.m. Roll call vote: 8 YES, motion carried.
REGULAR MEETING
At 5:35 p.m. Mayor Ottens called the Regular Council Meeting to order. Roll call vote: Aldermen King, Banker, Mask, VanKampen, Nederhoff, Crosthwaite, Field and VanZuiden all present.
PLEDGE OF ALLIGIANCE WAS RECITED
COMMUNICATION FROM VISITORS
Charles Dykstra, announced that the "Former Words of Wisdom Building" was recently purchased by the Fulton Retail Development Group in the amount of $37,500.00. To date the group had already invested an approximate $110,000.00 in upgrades and repairs to the facility.
The building will be the future home of, "The Rooted Boutique". New store owner, Jackie Wilkin will be expanding her already established internet Boutique. She will be offering an upscale line of clothing, shoes, jewellery and accessories.
Mr. Dykstra also stated he had personally purchased the old "gun shop" on 4th Street, and is currently remodelling the premise. He is and planning on having an extended stay apartment in the building.
CONSENT AGENDA
Approve consent agenda; approve council meeting minutes from March 9, 2020 and March 12, 2020, and a prepaid bill list for the month of April 2020. Alderman Mask motioned, seconded by Alderman King. No Discussion or Questions asked. Roll call vote – 8 yes - motion carried.
BUSINESS
Approve the Proposed 2020/2021 Annual Budget as presented. This will include a 4% increase in Water and Sewer Rates and a $2.50 increase in refuse charges. Alderman Mask motioned, seconded by Alderman VanKampen. No Discussion. Roll call vote – 8 YES – motion carried.
Approve ratifying the farm lease with Wherry Brothers, LLC - 55.8 acres at $200 per acre for a period of one year. Alderman King motioned, seconded by Alderman Crosthwaite. Open for discussion. Aldermen Nederhoff confirmed that this was a fair dollar amount for an acre of leased land. No further discussion. Roll call vote - 8 YES - motion carried.
Approve the bid award for Twin City Construction for the 8th Street Project. Alderman King motioned, seconded by Alderman VanKampen. No discussion. Roll call vote - 8 YES - motion carried.
With no further questions or discussion the meeting was adjourned with roll call vote - 8 yes, motion carried. Meeting was adjourned at 6:05 p.m.
