Village of Stillman Valley Village Board met April 27.

Here is the minutes provided by the board:

Present President: Becky Waltrip

Trustees: John Russell, Sue Carpenter, Steve McCammond, Deb Thibodeau, Keith Palmer, and Ralph Hoekstra

A. Call Meeting to Order - The meeting was called to order at 7:00 p.m. by President Waltrip, who led the Pledge of Allegiance. Roll was called, with six (6) Trustees present.

B. Accept the Agenda of Monday, April 27, 2020 - After a review of the April 27, 2020 Regular Meeting Agenda. A motion was made by Trustee Palmer to “accept the Agenda of Monday, April 27, 2020”. Motion seconded by Trustee Carpenter”. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

C.Approval of the Meeting Minutes

1. Approval of the Minutes of the April 13, 2020, Regular Board Meeting

Following a review of the April 13, 2020 Regular Meeting Minutes, Trustee McCammond made a motion “to approve the Regular Board Meeting Minutes of April 13, 2020”; seconded by Trustee Russell. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

2. Approval of the Minutes of the April 21, 2020, Special Board Meeting

Following a review of the April 21, 2020 Special Board Meeting Minutes, Trustee McCammond asked that “Test be corrected to TIF. Trustee Thibodeau made a motion “to approve the Special Board Meeting Minutes of April 21, 2020” with the word TIF replacing the word test in the title; seconded by Trustee Hoekstra. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

D.Citizens Comments – Sandie Maahs was in attendance just to observe the remote meeting.

E. Unfinished Business

1. Promissory Note – Stillman Bank – Annual Renewal

Public Works Supervisor Insko advised the board that he has contacted Tom Przystulski from ComEd asking about the need to continue the Line of Credit/Promissary Note with Stillman Bank. The Village was required to get the Line of Credit to get the electric service installed at the WWTP. Mr. Przystulski is checking on the continued need for the Line of Credit, but was not able to update the status prior to tonight’s meeting. This will be added to the May 11, 2020 Regular Meeting Agenda

2. Water Run Off Complaint - 136 S Maple

Public Works Supervisor Insko stated that the planned work for 136 S Maple should begin on Wednesday of this week, weather permitting.

3. Lot 72 & Lot 73 Preliminary Design and Subdivision Layout

Village President Waltrip read an email she received from Village Engineer, Aaron Full discussing IDOT’s preliminary approval of the Route 72 access into the commercial lots of Homestead Subdivision. Preliminary Design #4 or #5 were submitted for review. The board reviewed layout #5 and discussed the need for a lift station regardless of which layout was chosen. The board choose layout #5 as their choice. Trustee Palmer asked the board when the pricing of the lots will discussed. The Village has a potential buyer who is anxious to get started with building.

4. Property Maintenance Issues – 320 E Roosevelt & 129 E Roosevelt

The board reviewed the letter Building Inspector Manheim sent to the property owner of 320 E Roosevelt. The letter is asking for a voluntary inspection of the interior of the home. If the inspection is not granted within 15 days of the April 24, 2020 letter, an administrative search warrant will be acquired by the Village Attorney from the Ogle County Courts. Trustee Palmer commented that this has been on the agenda for an extended period of time and he would like to see a resolution. No discussion was had on 129 E Roosevelt.

G.Ordinance/Resolution

1.Ordinance No. 929 – State of Emergency Ordinance

Attached to the meeting packet was Ordinance No. 929, Continued State of Emergency prepared by Attorney Henry. This will extend the current state of emergency declared with Ordinance No. 926 for an additional 30 days. Trustee Russell made a motion to “approve Ordinance No 929 State of Emergency”. Motion seconded by Trustee Thibodeau. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

H. Presidents Report - No Report

I. Building Inspector Updates

Building Inspector Manheim discussed the inspections he has completed and permits issued since the end of February 2020. There is a new salon going in on Wilson Street in Rod Olson’s building, he reviewed the plans for the Red Brick Church’s new building, and issued various other permits for decks, steps etc.

J.Village Clerk Updates

Village Clerk Dewey reported to the board that the Turn Off list was attached, building permits issued for the FY 20 were 27 with total revenue of $1,805 collected. Video Gaming revenue received for the FY was $44,717.40; online payments collected for FY 20 were 943 with the total amount collected $104,959.16. The website has been updated with current events, minutes and agenda’s and the message sign has been updated with current events. Clerk Dewey attended the April Fall Festival meeting via Zoom.

N. With no further business to discuss, the meeting was adjourned at 7:46 p.m. on motion made by Trustee Hoekstra, seconded by Trustee Palmer, and carried unanimously.
