City of Dixon City Council met June 15.

CALL TO ORDER
The meeting was called to order by Councilman Oros at 5:31pm.
ROLL CALL
Councilman Venier, Considine, Marshall, and Oros answered roll call.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited and the invocation was given by Councilman Venier.
ELECTRONIC PARTICIPATION IN THE MEETING FOR MAYOR ARELLANO
Councilman Marshall moved, pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out- of-town military service for our country. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, and Oros. Voting Nay: None. Motion Carried.
WORK SESSION None
APPROVAL OF MINUTES
Councilman Considine moved that the minutes of the Special Session Council Meeting of Friday, May 29, 2020, and the Regular Session Council Meeting of Monday, June 1, 2020; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Venier moved that the Total Labor and Outside Claims in the amount of $1,106,249.45 be approved and ordered paid. Seconded by Councilman Marshall. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF YEAR-TO-DATE FINANCIALS
Councilman Marshall moved that the year-to-date Financial Summary through April 2020 and May 202 be accepted. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
DEPARTMENT REPORTS None
CITY MANAGER REPORT
Assistant City Manager/Public Works Director Heckman – Road construction season is in full swing, resurfacing is starting. There is a restaurant on 1st Street requesting accommodations for the Governor’s Phase 3, discussion ensued, consensus was to accommodate. Establishments in the Bean Blossom requesting to expand the hours originally set forth. Discussion ensued, and consensus was to extend to Monday and Tuesday now.
COUNCIL REPORTS
Mayor Arellano – I-88 signage was delayed by the COVID pandemic. Should be seeing the signs going up around the end of the month. Starting the slow process of coming home from deployment.
Councilman Considine – Complemented our community for helping keep our restaurants and bars going.
Councilman Marshall – Would like to have it looked into to continue facebook live for Council meetings. It opened a window with a lot of people. Discussion ensued.
Councilman Oros – Echoed Councilman Considine, so proud of our administration, department heads and business owners. A lot of other communities can’t hold their heads as high as we can. In the unprecedented times our strong community rallied together, team work and commitment. Good Job.
Councilman Venier – Agreed with Councilman Oros. Cool to see what the community has done and was asked to do. Non-essential businesses opening up downtown, people are willing to come out, COVID is still among us and still need to do things to prevent the spread. He appreciates our police department operating in a level of confidence, policy and procedures in place has made a difference in these trying times, good job, proud to be in this community. June 19th from 5-7 Diversity Desserts Community of Sauk Valley drive thru of free ice cream at the Riverfront.

ORD# 3200 – AMENDING TITLE 5, CHAPTER 13 AUTHORIZING THE DELIVERY AND CARRY OUT OF MIXED DRINKS BY LICENSED ESTABLISHMENTS
Councilman Considine moved to approve the Ordinance authorizing the delivery and carry out of mixed drinks by licensed establishments. Seconded by Councilman Marshall. Attorney LeSage explained the request and discussion ensued. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
ORD# 3201 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – FIRE DEPARTMENT ELECTRONIC DEVICES
Councilman Venier moved to approve the disposal of Fire Department Electronic Devices. Seconded by Councilman Marshall. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
ORD# 3201 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – 2007 DODGE DURANGO
Councilman Marshall moved to authorize the sale of the 2007 Dodge Durango. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2809-20 – AUTHORIZING THE CITY MANAGER TO SIGN CONTRACTS FOR THE SUPPLY OF ELECTRIC SERVICES FOR PROPERTIES OWNED BY THE CITY OF DIXON
Councilman Marshall moved to approve the Resolution authorizing the City Manager to sign contracts for the supply of electric services for properties owned by the City of Dixon. Seconded by Councilman Venier. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2810-20 – AMENDING FY2020-2021 BUDGET PUBLIC PROPERTIES-REAL ESTATE TAX EXPENSECouncilman Considine moved to approve the FY20/21 Budget Resolution with respect to the Public Properties Real Estate Tax Expense. Seconded by Councilman Marshall. Attorney LeSage explained the request and discussion ensued. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF ACCOMMODATIONS WITH RESPECT TO LIQUPR LICENSE FEES DUE TO THE IMPACT OF THE GOVERNOR’S EXECUTIVE ORDER
WITH RESPECT TO COVID-19
Councilman Venier moved to approve for the following liquor license classes: A, B, C, D, N & I; which have been affected by the COVID-19 pandemic, that the renewal payment’s new due date be July 15, 2020. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
RATIFY AND APPROVE THE PAYMENT OF 6 TOTAL GRANTS IN THE AGGREGATE AMOUNT OF $26,732 IN CONNECTION WITH THE
2020 CITY OF DIXON/LCIDA SMALL BUSINESS STABLIZATION GRANT PROGRAM
Councilman Marshall moved to ratify and approve the payment of 6 total grants in the aggregate amount of $26,732 in connection with the 2020 City of Dixon/LCIDA Small Business Stabilization Grant Program. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried.
ADJOURMENT
Councilman Venier moved that the Regular Council Meeting of Monday, June 15, 2020 be adjourned to meet in Regular Session on Monday, July 6, 2020, at 5:30pm in the Council Chambers at City Hall.
