City of Dixon City Council met July 1.

CALL TO ORDER
The meeting was called to order by the City Clerk at 5:31 pm. The meeting was held electronically, due to Governor Pritzker’s Stay at Home Order.
ROLL CALL
Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano answered roll call.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited and the invocation was given by Councilman Venier.
ELECTION OF TEMPORARY CHAIRMAN
Councilman Considine moved, pursuant to 65 ILCS 5/3.1-35-35(b) to elect Mary Oros as Temporary Chairman to act as presiding officer for purposes of the City Council Meetings held in the month of June 2020. Seconded by Councilman Marshall. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
WORK SESSION
Councilman Oros started the work session regarding a Business Directory/Registration in the City of Dixon. She spoke on the need of such a registration, and discussion ensued. Note: Councilman Venier left the computer view at 5:35pm and returned at 5:36pm.
APPROVAL OF MINUTES
Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, May 18, 2020, Special and Executive Session Council Meeting of Tuesday, May 26, 2020; be accepted and placed on file; with changes being that the meeting time was 1:00pm not 5:30pm on the 26th of May. Seconded by Councilman Venier. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Venier moved that the Total Labor and Outside Claims in the amount of $616,245.62 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
DEPARTMENT REPORTS None
CITY MANAGER REPORT
City Manager Langloss – Commended the Health Department and the City Team, Building Official Shipman, Fire Chief Buskohl, Assistant City Manager/Public Works Director Heckman, and the Public Works Department for all their hard work. The outdoor seating setting up went well, a lot of hard work went into getting these able to open. He commended all who were involved.
COUNCIL REPORTS
Mayor Arellano – Echoed City Manager’s comments. Very Cool to do what other communities have done, thank you to the public and business owners. His heart goes out to those involved everywhere. Glad to be part of Dixon, hurting for other parts of the world.
Councilman Considine – No comment other than fortunate and grateful to our community. Councilman Marshall – None
Councilman Oros – So proud of our community, none of this has been easy. A lot of businesses are under financial distress, people have worked together with compassion and kindness trying to accommodate Phase 3. Everyone has been good to each other. Businesses have even shared to patronize other establishments and to support each other.
Councilman Venier – Be strong. Let’s get through all of this stuff. It was an interesting night as a jewelry owner. Proud of who we have working on our behalf.

VISITOR/PUBLIC COMMENT
A request for Facebook Public Comment, to be included in the meeting, was posted on the comment section of the live Facebook feed stating that “Only comments that are in reply to this comment will be on record and included in the meeting. No other comments will be addressed during the meeting.” There were no comments in reply to this post, and no other comments were addressed.
RES# 2807-20 – AMENDING FY2020-2021 BUDGET TRAFFIC MAINTENANCE-OPERATING SUPPLIES
Councilman Considine moved to approve the FY20/21 budget resolution with respect to the Traffic Maintenance Department. Seconded by Councilman Marshall. Finance Director Fredericks explained the request, and discussion ensued. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2808-20 – AMENDING FY2020-2021 BUDGET
CITY OF DIXON/LCIDA SMALL BUSINESS STABLIZATION GRANT
Councilman Marshall moved to award the Base Bid and Alternate 2 portions of the FY21 General Maintenance Street Resurfacing Project to Civil Constructors Inc. for the low bid amount of $2,087,032.50. Seconded by Councilman Considine. Assistant City Manager/Public Works Director Heckman explained the request, highlighted the streets to be resurfaced, and discussion ensued. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF AN AGREEMENT WITH SAUK VALLEY WEATHER FOR USE OF NETWORK ACCESS

APPROVAL FOR THE WATER DEPARTMENT TO PURCHASE A 2019 RAM PROMASTER CARGO VAN
Councilman Considine moved to authorize the purchase of a 2019 Ram ProMaster cargo van for the water department from Ken Nelson. Seconded by Councilman Venier. Assistant City Manager/Public Works Director Heckman explained the request, and discussion ensued. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
RATIFY AND APPROVE THE PAYMENT OF 59 TOTAL GRANTS IN THE AGGREGATE AMOUNT OF $94,993.00 IN CONNECTION WITH THE
2020 CITY OF DIXON/LCIDA SMALL BUSINESS STABLIZATION GRANT PROGRAM
Councilman Venier moved to ratify and approve the payment of 59 total grants in the aggregate amount of $94,993 in connection with the 2020 City of Dixon/LCIDA Small Business Stabilization Grant Program. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried.
ADJOURMENT
Councilman Considine moved that the Regular Council Meeting of Monday, June 1, 2020 be adjourned to meet in Regular Session on Monday, June 15, 2020, at 5:30pm with electronic participation in the Council Chambers at City Hall.
