VIDEO MEETING VIA ZOOM DUE TO COVID-19 RESTRICTIONS

CALL TO ORDER – Mayor Rickard called the meeting to order at 6:00 p.m.

1. ROLL CALL – Aldermen present: *Todd Isaacs, Emily Gerdes, Mittzi Fulrath, Zeke Hobbie, Christy Hanlin. Five members present by roll call vote. Quorum established.

2. REBUILD ILLINOIS PUBLIC INFRASTRUCTURE GRANT – Mayor Rickard addressed the council: This Public Hearing is taking place in the City of Byron City Hall.

Participants are also encouraged to attend the Public Hearing via the City’s Zoom Meeting space.

 The State has allocated $50,000,000 in Rebuild Illinois funds to the competitive Public Infrastructure (RIPI) component. A grant ceiling of $5,000,000 per project has been established. Grants for less than $250,000 will not be awarded. The objective of these program components is to fund public infrastructure projects based upon the criteria included in Governor Pritzker’s Five-Year Economic Development Plan.

The City of Byron intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the Rebuild Illinois program. These grant funds are to be used for a community development project that will include the following activities: sanitary sewer rehabilitation to include CIPP (Cured In Place Pipe) lining, strategic point repairs, and sanitary sewer manhole lining for various sanitary sewer and manholes on the city’s collection system.

The total amount of Rebuild Illinois Public Infrastructure grant funds to be requested is by the City of Byron is $989,000. The City of Byron also proposes to expend $11,000 in nonRebuild Illinois funds on the project. These non-Rebuild Illinois funds will be derived from the City’s sewer account. The Rebuild Illinois and non-Rebuild Illinois funds will be used to for the construction and construction management of the proposed sanitary sewer lining project.

The City of Byron is seeking Rebuild Illinois Public Infrastructure grant funds for a project that will line and repair sections of sanitary sewer that currently pose a threat to the health and safety of the City’s residents and businesses. Due to the age and deteriorating condition

of the sanitary sewer lines proposed for rehabilitation, the lines are susceptible to recurring breaks, sewer backups, and ongoing repairs by the City, threatening the health and safety of the City. The proposed project provides an immediate solution to the infrastructure needs of those affected by the existing condition of the sanitary sewer lines.

The proposed sanitary sewer lining and rehabilitation project will include the lining of approximately 22,280 Linear Feet of 8-inch sanitary sewer lines. This project also includes strategic point repairs, and sanitary sewer manhole lining for various sanitary sewer and manholes on the city’s collection system. The proposed lining project is necessary due to the age and deteriorating condition of the sewer lines currently in-place. The City has experienced ongoing sewer line breaks throughout the identified project area, and some residents have experienced backups. The recurring sanitary sewer line breaks and repairs cause a disruption of service to the community’s residents and businesses alike.

The City of Byron is requesting this grant funding because they are unable to fund this vital infrastructure project on their own. With limited surplus funds, it would be imprudent to allocate all of the City’s financial assets to the project. With design completed and an IEPA Permit not necessary for the proposed lining project, the City is ready to move forward with the project immediately; they just need financial assistance to make it happen.

The proposed project will not displace any residents or businesses in the project area or within the City of Byron.

The City of Byron’s detailed, prioritized list of community development and housing needs include the following:

· Aging Infrastructure

· Deteriorating Roadways

· Aging Housing Stocks

o Home repair/housing rehabilitation needed

o Need for safe and affordable low income housing

o Need affordable housing for large families

· Replacement of Sidewalks and Improvements of Crossings

· Improve ADA Accessibility through the City
