City of Dixon City Council met Aug. 3.

The meeting was called to order by the Mayor Arellano at 5:30pm.
ROLL CALL
Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano answered roll call.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited and the invocation was given by Reverend Randy Sizemore from Bethel Evangelical Congregation.
OATH OF OFFICE
Mayor Arellano gave the Oath of Office to Firefighter Dylan Fisher. Firefighter Fisher introduced his family in attendance. Fire Chief Buskohl gave a brief history of his training and certificates and his career. Fire Fighter Fisher’s Wife affixed his badge in the pinning ceremony. A small break was given for pictures and for them to exit the meeting.
RECOGNITION
Mayor recognized Steve Marco for 40 years of service as the voice of Dixon at WIXN Radio. Mr. Marco was not in attendance, Mayor will present the certificate to him at the radio station tomorrow.
WORK SESSION

APPROVAL OF MINUTES
Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, July 20, 2020; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $617,880.04 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF YEAR-TO-DATE FINANCIALS
Councilman Venier moved that the year-to-date Financial Summary through June 2020 be accepted. Seconded by Councilman Marshall. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
DEPARTMENT REPORTS
None
CITY MANAGER REPORT
Assistant City Manager/Public Works Director Heckman – Street construction is going quite well, is on track. Martin is 40 days into an 80 day schedule, then Civil will come in for the second stage. Seventh Street is almost done, not striped yet. Ann Avenue the Water Department is wrapping up on the new watermain, landscape and storm sewer still needs to be done, then can be paved. Discussion ensued regarding inhouse road work, and the sidewalk program.
COUNCIL REPORTS
Mayor Arellano – Wished happy holidays for all the holidays he has missed over the last year. Thanked Councilman Venier, Assistant Manager/Public Works Director Heckman, City Manager Langloss for taking on the extra duties while he was gone. He will be setting up one on one meetings with the council members to get caught up and talk about the future, he has had some meetings key staff and with citizens and will be setting up more. Proud of how COVID has been handled, and projects we have done successfully. He would like to see if there are any grants that could be available for a street scape project on seventh and the commercial districts around there. Good to be back.
Councilman Considine – Praised Building Official Shipman and all staff, the old fire department’s new doors, jams, and paint are outstanding.
Councilman Marshall – Nothing to add.
Councilman Oros – Goodfellows have revamped their website for donations online, the group has benefited our community for many years, I hope people can find it in their hearts to donate, share the news. Appreciates the support this community has and how we keep each other safe while being kind in the process, encouraged everyone to continue.
Councilman Venier – Welcomed the Mayor back, and thanked him for recognizing the amount of work that was done while he was gone. It has been a busy place and a lot has been accomplished.
RECOGNITION
Mayor recognized Steve Marco for 40 years of service as the voice of Dixon at WIXN Radio. He spoke about his accomplishment and presented Mr. Marco with the certificate.

RES# 2813-20 – AMENDING FY2020/2021 BUDGET STREET DEPARTMENT
Assistant City Manager/Public Works Director Heckman explained the request. Councilman Marshall moved to approve the FY20/21 Budget Resolution with respect to the Street Department Small Tools and Equipment. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2814-20 – AMENDING FY2020/2021 BUDGET TEAMSTERS CLOTHING ALLOWANCE
Assistant City Manager/Public Works Director Heckman explained the request and discussion ensued. Councilman Oros moved to approve the FY20/21 Budget Resolution with respect to the Teamsters Clothing Allowance. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2815-20 – AMENDING FY2020/2021 BUDGET City of Dixon / LCIDA SMALL BUSINESS STABILIZATION GRANT
Councilman Venier moved to approve the FY20/21 Budget Resolution with respect to the City of Dixon / LCIDA Small Business Stabilization Grant. Seconded by Councilman Marshall. Discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
RES# 2816-20 – AMENDING FY2020/2021 BUDGET BUILD GRANT – BCA
Councilman Marshall moved to approve the FY20/21 Budget Resolution with respect to the Build Grant – BCA. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
RES #2817-20 – ADOPTION OF THE LEE COUNTY MULTI-JURISDICTIONAL ALL HAZARDS MITIGATION PLAN
Building Official/EMA Director Shipman explained the request and discussion ensued. Councilman Oros moved to approve the Resolution Adopting the Lee County Multi- Jurisdictional All Hazards Mitigation Plan. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
AWARDING A BID FOR ANCHOR ROAD TARP PROJECT
Assistant City Manager/Public Works Director Heckman explained the request and discussion ensued. Councilman Considine moved to award the Anchor Road TARP Project to Martin & Company Excavating for the low-bid amount of $205,905.85. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF AN AGREEMENT WITH WILLETT HOFMANN & ASSOCIATES FOR DIVISION STREET WATER MAIN LINING
Assistant City Manager/Public Works Director Heckman explained the request and discussion ensued. Councilman Venier moved to approve the engineering agreement with Willett Hofmann & Associates for the design and construction engineering for the Division Street Water Main Lining Project. Seconded by Councilman Marshall. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF WAIVING THE BID PROCESS FOR THE INSTALLATION OF A SLUDGE RETURN PUMP
Assistant City Manager/Public Works Director Heckman explained the request for waiving the bid and approval of the contract, discussion ensued. Councilman Marshall moved to waive the bidding process for the installation of a Sludge Return Pumps. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
APPROVAL OF A CONTRACT WITH AIMS MECHANICAL, LLC FOR THE INSTALLATION OF RAS PUMP #3 AT THE WASTE WATER TREATMENT PLANT
Councilman Oros moved to approve the contract with AIMS Mechanical, LLC for the installation of RAS Pump #3 at the Waste Water Treatment Plant. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
ADJOURMENT
Councilman Considine moved that the Regular Council Meeting of Monday, August 3, 2020 be adjourned to meet in Regular Session on Monday, August 17, 2020, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, Marshall, and Mayor Arellano. Voting Nay: None. Motion Carried.
