City of Dixon City Council met Sept. 21.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited and the invocation was given by Reverend Tim Mitchell from First United Methodist Church.

PUBLIC HEARING

Rebuild Illinois Shovel Ready Sites Grant **Stricken**

PRESENTATION DIXON HISTORIC THEATRE

Tim Boyles, President of the Board of the Dixon Theatre presented to the council regarding the last six months, long range planning, events, and request to reallocate funds already issued from the City. Discussion ensued.

WORK SESSION None

APPROVAL OF MINUTES

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Tuesday, September 8, 2020; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $276,064.00 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through August 2020 be accepted. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS None

CITY MANAGER REPORT

Reminder that tomorrow morning is the first day of the Council Retreat. It has been posted and put out on social media. It will be at Sauk Valley Community College in the Riverview Room. The retreat the second day will be Thursday.

COUNCIL REPORTS

Mayor Arellano – He attended the last Veteran’s Park meeting they requested help with the plowing of the property in the winter, discussion ensued. I-88 signage is still in the works, the blue sign was up, then taken down to put on the individual signs; should be up soon.

Councilman Considine – Offered congratulations and a happy birthday to Councilman Venier. Thanks for his guiding work and betterment of our community.

Councilman Marshall – None

Councilman Oros – Spoke on signage regarding Midway Theater she will touch base with Assistant City Manager/Public Works Director Heckman. This Friday is the last “Music in the Park” at John Dixon Park, it is really appreciated and all who attend have adhered to the guidelines. Music this Friday is a group of local doctors, Off Call, from 6-7pm; they donated their performance.

Councilman Venier – Has received calls regarding UTV not abiding by the rules, 2-3 last week. He has spoken with Chief Howell, Sherriff Simonton, Park District Director Long, and the UTV group. The calls are in the county and not in the City’s jurisdiction. Seems to be some confusion of the rules. Information has been put out, Chief Howell has a pamphlet that will be handed out to applicants and who ever needs one at City Hall.

ORD# 3209 – AMENDING ORDINANCE NO. 2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT

Mayor Arellano explained the request. Councilman Venier moved to approve the Ordinance Amending Ordinance No. 2984 and Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to the Village of Franklin Grove. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3210 – PERTAINING TO THE LOCAL CURE PROGRAM

City Attorney LeSage explained the request and discussion ensued. Councilman Marshall moved to approve the Ordinance pertaining to the Local CURE Program. Seconded by Councilman Oros. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3211 – AMENDING TITLE 5, CHAPTER 13, SECTION 5-13-5 OF THE DIXON CITY CODE

Mayor Arellano explained the request and discussion ensued. Councilman Oros moved to approve the Ordinance Amending the Dixon City Code Title 5, Chapter 12, Section 5-13-5 and other code provisions relating to Class N Liquor Licenses. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RESOLUTION COMMITTING LOCAL FUNDS IN CONNECTION WITH REBUILD ILLINOIS GRANT ASSISTANCE

RES# 2819-20 – AMENDING 2020-2021 BUDGET DOWNTOWN MAINTENANCE-CONTRACTUAL EXPENSE

Building Official Shipman explained the request and discussion ensued. Councilman Venier moved to approve the resolution amending the FY 2020-2021 Budget with respect to the Downtown Maintenance Budget. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2820-20 – RE-APPOINTMENT OF JON JAMES AS THE BAND DIRECTOR FOR THE CITY OF DIXON MUNICIPAL BAND

Councilman Marshall moved to approve the Resolution confirming the reappointment of Jon James as the Band Director for the City of Dixon Municipal Band with a term ending April 30, 2021. Seconded by Councilman Venier. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

DISCUSSION

Mayor Arellano asked the council if there were any objections to the request of using donated funds to compensate the band director’s research and work over the summer. No objections.

RES# 2821-20 – APPOINTMENT OF ALAN HULSTEDT TO THE HISTORIC PRESERVATION COMMISSION

Mayor Arellano explained the request and discussion ensued. Councilman Oros moved that a Resolution confirming the appointment of Alan Hulstedt to the Historic Preservation Commission for a term commencing October 1, 2020 and ending May 31, 2023, or until his successor is duly appointed and qualified, be adopted. Seconded by Councilman Considine. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO ENTER INTO A PAYMENT PLAN FOR SMALL EQUIPMENT & TOOLS

Mayor Arellano explained the request. Councilman Considine moved to authorize the City Manager to sign a purchase agreement with Holland and Sons for a 2020 John Deere Gator for the downtown & riverfront maintenance. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

CONSIDERATION AND POSSIBLE APPROVAL OF ACCOMMODATIONS WITH RESPECT TO LIQUOR LICENSE FEES DUE TO THE IMPACT OF THE GOVERNOR’S EXECUTIVE ORDER WITH RESPECT TO COVID-19

Mayor Arellano explained the request and discussion ensued regarding licensees and the City budget. Councilman Oros moved to approve for the following liquor license classes: A, B, C, D, N & I; which have been affected by the COVID-19 pandemic with respect to reimbursement of six (6) months of license fees for FY 20/21 by issuing a credit to their account to apply to FY21/22 license fees, so long as the license holder is current with all other payments, fees, charges, and taxes due to the City. Seconded by Councilman Marshall. Voting Yea: Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

DISCUSSION

Councilman Venier recognized that Dixon native Gina Venier is releasing her first single,

showed the video of what will be released next week.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, September 21, 2020

be adjourned to meet in Regular Session on Monday, October 5, 2020, at 5:30pm in the Council

Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Marshall,

Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried
