City of Byron Public Safety Committee Met September 16

City of Byron Public Safety Committee met Sept. 16.

Here is the minutes provided by the committee:

Alderman Dan Reilly called the meeting to order at 6:02 PM.

1. ROLL CALL:MEMBERS PRESENT: Chairman Alderman Dan Reilly, Alderman Mike Gyorkos, Alderman Christy Hanlin, Alderman Zeke Hobbie 

MEMBERS ABSENT: None

OTHERS PRESENT: Mayor John Rickard, City Clerk Caryn Huber, Police Chief Todd Murray, Attorney Kim Krahenbuhl, Alderman Todd Isaacs

2. PUBLIC COMMENT – None

3. APPROVAL OF REGULAR MEETING MINUTES, JULY 15, 2020 – Alderman Hanlin motioned to approve, as presented, the Public Safety Committee Regular Meeting Minutes of July 15, 2020. Seconded by Alderman Reilly. Motion passed.

4. HALLOWEEN – Alderman Reilly has been checking health department web sites, but no guidance has been given yet on Halloween as far as COVID-19. He suggests we set our Halloween hours, and offer suggestions on safety. Alderman Hobbie said we can offer guidelines, but not restrictions, and people should participate according to their comfort level. Chief Murray agrees we should set hours, and encourage residents to take extra steps to stay safe. Discussion will continue.

5. POLICE UNION CONTRACT – The contract is close to completion, and Chief Murray will keep on the agenda until it is ready to present to council.

6. POLICE DEPARTMENT PERSONNEL – Chief Murray reported that he has a candidate that has passed the psych evaluation and background check, and he hopes to present more information to council at the next meeting.

7. POLICE DEPARTMENT BUDGET – Chief Murray reported that there was nothing unusual in the budget to report. A COVID-19 line item has been created in our accounting system, and expenses will be transferred out of regular categories in order to track more easily.

8. POLICE DEPARTMENT ACTIVITY AND UPDATE – Chief Murray reported that the July activity report is in Dropbox. Activity is similar to last July. • There have been recent car thefts and burglaries in the Byron Hills area. A stolen vehicle from Algonquin brought the suspects to Byron. One of the cars that was stolen from here was used in a violent crime in Rockford. Credit cards were used at Walmart. All vehicles were unlocked – there were no windows broken. Keys were left in the vehicles that were stolen. A Facebook post after the incidents reminded residents to keep all cars and homes locked.

9. SOCIAL MEDIA – Clerk Huber reported that close to 10,000 people viewed the post regarding the car thefts and the need to keep items locked. • Facebook will be a good way to get information out regarding Halloween. • Alderman Hobbie asked if council meetings are posted on Facebook, and Clerk Huber replied that they are posted there as well as on the website.

12. Alderman Reilly stated there is no need for Executive Session, and adjourned the meeting at 6:17 pm.
