City of Savanna City Council met Oct. 27.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:00 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Sara Purdom, Roger Husband, and Pat Sanchez. Jim Friedenbach arrived at 7:05 P.M. Non-members in attendance Public Works Superintendent John Lindeman, Police Chief Jeff Doran, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen, News Media: Mike Nester, Colton Ostrum, Steve Haring with MSA, Cassie Wurster with Savanna Chamber of Commerce, and City Clerk Rhonda Weiss.

APPROVAL OF AGENDA:

Mayor Chris Lain asked to add the stop sign discussion at the corner of Diagonal Street & 5th Street to the agenda under Unfinished Business. After review, Pat Sanchez motioned to approve the agenda with the addition, seconded by Deb Long. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the October 13, 2020 Regular Meeting: After a brief review, Sara Purdom motioned to approve the Regular Meeting Minutes from October 13, 2020, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

COMMITTEE REPORTS:

Personnel Committee, 10/27/20: Jeff Griswold updated the Council on the meeting. The possibility of changing how vacation time is accrued was looked at and will be discussed further at the next meeting. The Committee is trying to make each department accrue time in the same manner.

Hiring of Public Works Employee: Public Works Superintendent John Lindeman asked that Keigan Rice be hired to replace Jay Miller who retired earlier this year at a rate of $16.50 per hour and official hire date on November 1, 2020 with 12 months probation. After further discussion, Jeff Griswold motioned to approve the hire of Keigan Rice at $16.50 per hour, seconded by Pat Sanchez. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, and Sara Purdom. Nay: none. Motion passed.

Roger Husband motioned to approve the Personnel Committee report, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

COMMUNICATIONS: Al Cini Memorial Golf Tournament: Mayor Chris Lain read a letter from Rob and Carol Canier donating $1,400.00 to the City of Savanna to replace flags in the City. These donations were raised at the Al Cini Annual Memorial Golf Outing.

UNFINISHED BUSINESS:

Project Update, MSA: Nothing to report.

An Ordinance of the City of Savanna, Carroll County, Illinois, Approving a Redevelopment Agreement By and Between the City of Savanna, Carroll County, Illinois and 407 Main Street LLC: This is the second read on this Ordinance. Roger Husband motioned to approve Ordinance #2280, Ordinance of the City of Savanna, Carroll County, Illinois, Approving a Redevelopment Agreement By and Between the City of Savanna, Carroll County, Illinois and 407 Main Street LLC on the second read, seconded by Pat Sanchez. Roll Call Vote Aye: Pat Sanchez, Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, and Jocelyn Boyd. Nay: Nick Law and Jeff Griswold. Motion passed.

Stop Sign Discussion at 5th Street & Diagonal Street: Aldermen Jeff Griswold and Jocelyn Boyd met with Amanda Buchholz regarding her request for a stop sign to slow cars coming around the corner into the neighborhood. She is not opposed to the City putting in a slow children at play sign either. After further discussion, Pat Sanchez motioned for City Attorney Phil Jensen to draft an ordinance, more discussion followed with City Attorney Phil Jensen stating an ordinance was not needed. Pat Sanchez withdrew first motion and motioned to approve the installation of a Slow Children at Play Sign, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

NEW BUSINESS:

Resolution for ITEP-Commitment of Funds: After a brief discussion, Pat Sanchez read the Resolution with ITEP Funds for application of the ITEP Grant. Jim Friedenbach asked if a special assessment could be used to raise revenue for the project. City Attorney Phil Jensen pointed out this is a commitment to apply for the grant, not a commitment to fund anything at this point. After further discussion. Pat Sanchez motioned to approve Resolution #1208, Resolution for ITEP-Commitment of Funds, seconded by Sara Purdom. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Pat Sanchez, Nick Law, and Deb Long. Nay: Jeff Griswold and Roger Husband. Motion passed.

Planning & Zoning Board, October 19, 2020:

Ordinance, Approving a Certain Request for Re-zoning and Amending the Official Zoning Map of the City of Savanna Accordingly: Public Works Superintendent John Lindeman stated there were 2 ordinances regarding what is currently the Rustic River Cabins, owned by Matt and Nancy Nowakowski. The purpose for the ordinances, is they would like to sell the cabins due to people wanting to own them as a second home or vacation spot. There are 10 cabins located on the approximately 12.4 acres. It is proposed that the roadway and utilities would all be private ownership of a condominium association. Mayor Chris Lain questioned by approving this, how much tax revenue would be lost due to them no longer being rented for overnight stays.

Findings of Fact, Conditional Use Request CU-01-20 by Matt and Nancy Nowakowski:

After further discussion, Jeff Griswold motioned to table all three (3) agenda items from the Planning & Zoning Board, October 19, 2020, for further information, seconded by Nick Law. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband. Nay: None. Motion passed.

CITIZENS, COMMITTEE MEMBERS:

Pat Sanchez asked about the city securing L & M Motel due to people going in and out; the building is currently closed. Mayor Chris Lain stated if the city did want to board it up the cost would come from the city. Pat Sanchez also commented the Radtke Hotel owner also needs to be approached regarding progress on Main Street due it sitting empty for many years following the purchase.

Jim Friedenbach would like to thank Chief Doran for addressing some of the illegally parked vehicles in his ward.

Jeff Griswold asked about a trailer parked at Vine & Watertower Road. It appears to have a sewer hose running into a vacant building. Public Works Superintendent John Lindeman will investigate further.

Nick Law asked that the streetlights in East Savanna be replaced as there are several burnt-out ones.

Roger Husband thanked Rob and Carol Canier and Gladys Cini for the donation toward new flags.
