City of Byron Community Services Committee met Oct. 7.
Here is the minutes provided by the committee:
Alderman Fulrath called the meeting to order at 5:50 pm.
1. PUBLIC COMMENT – None
2. APPROVAL OF MINUTES – SEPTEMBER 2, 2020 – Alderman Gyorkos motioned to approve, as presented, the September 2, 2020, Community Services Committee meeting minutes. Seconded by Alderman Hobbie. Motion passed.
3. VIDEO GAMING (MOVED AFTER #7 ON AGENDA) – Director Hewitt reported that a developer is interested in building a strip mall on Route 2 by Swedish American Medical Center. They will build it if the city will agree to issue a liquor license and let a video gaming establishment occupy one of the spaces. Alderman Hobbie, Alderman Gerdes and Alderman Reilly expressed that they would prefer not to issue more liquor licenses. Alderman Gerdes would like to be fair to our other businesses that offer gaming. Chief Murray added that it was discussed at one time to increase the liquor license fee for gaming parlors. Director Hewitt will discuss with developer.
4. RFP ENERGY SAVINGS – A request for proposal is published, and proposals are due October 26. At least two companies (ENGIE and one other) are interested in submitting a proposal.
5. MILL ROAD – Mayor Rickard reported that the TAS Committee met with Martin. Together, they decided to wait until spring, and allow another freeze/thaw cycle to take place before deciding what to do. Temporary patches will be smoothed out before winter. They also plan on putting some nails in the road to see if there is still movement under the road. The city is in discussions with the contractor on the financial responsibility for a repair.
6. ITEP ENHANCEMENT PROGRAM-BIKE PATH – Mayor Rickard reported that an engineer’s cost estimate is in Dropbox, along with plans for the bike path extension. It includes drainage upgrades, and curb and gutter. With an 80/20 split on the grant, the city’s responsibility will be approximately $277,700.00. The grant application is due by November 3. The project would not take place for several years, and we would have sufficient time to save the funds needed for the project. A resolution will be presented at the public hearing on October 21, which allows the city to commit funds to the project. $9,000 has already been spent on surveying and grant writing. IDOT could also potentially ask for modifications to the existing bike path in order for it to be comparable to the new path. Even if awarded the grant, the city can refuse it later. The existing path was originally an IDOT grant project, but it was stopped when IDOT required more modifications that would cost the city significant additional funds. Alderman Gyorkos motioned that we recommend to council that we commit the funding to the ITEP grant project. Seconded by Alderman Fulrath. Motion passed. A public hearing is scheduled for October 21 at 6:00 pm.
7. PUBLIC WORKS UPDATE – Director Vincer will have a price on salt by next month. (VIDEO GAMING – AGENDA ITEM #3)
